楚天都市报讯 (记者余皓 实习生吴康勇)在建设经营武汉市天然气项目过程中，擅自同意香港公司提出的违规方案，并向上级领导进行隐瞒，使审批部门在不明天然气公司真实持股比例、违反国家产业政策的情况下同意其成立，致使国家遭受税收损失等共计人民币2.07亿余元。昨日，武汉市城管局原副局长曾环胜涉嫌滥用职权罪在武汉中院受审。
据指控，现年65岁的曾环胜，曾任武汉市公用事业管理局副局长，武汉市城市管理局、武汉市城市管理执法局(以下简称市城管局)副局长。2001年7月，武汉市政府决定由武汉市公用事业管理局(以下简称市公用局)负责武汉市天然气项目招商引资。时任市公用局副局长曾环胜，分管武汉市燃气热力集团有限公司(以下简称燃气集团)与香港中华煤气公司(以下简称香港中华煤气)洽谈合资成立武汉市天然气有限公司(以下简称天然气公司)，合资经营武汉市城市管道天然气。2001年9月，市公用局被撤销，调任市城管局时任副局长的曾环胜继续分管燃气相关工作。
按国家当年新近出台的政策，对此类外商投资项目要求中方控股，中方投资者比例之和需达到百分之五十一以及以上，而此前谈判双方50：50的持股比例已违反上述产业政策。2002年5月，曾环胜带领燃气集团董事长等人前往香港草签合资意向，并要求香港中华煤气让出百分之一股份交给中方企业。而香港中华煤气则提出自行确定第三方公司接收其转让的百分之一股份方案，即由港方出资在大陆设立一家公司充当第三方中方企业，用于通过审批。
回汉后，曾环胜在市城管局局务会上汇报了草签合同情况，但并未提及将有第三方公司参与合作，仍然冒称参与天然气的合资方为燃气集团和香港中华煤气两家公司，持股比例达到中方控股百分之五十一。
2003年3月17日，三方按照50:49:1的持股比例共同投资成立天然气公司，并获得外商投资企业证书和企业法人营业执照。此后，湖北省商务厅接到举报后撤销了2003年发给天然气公司的外商投资证书。经查，案发前，天然气公司凭借外商投资名义获得税收优惠共计人民币2.04亿余元，此外港方出资的大陆公司获得红利共计人民币319.29万元。案发后，武汉市国家税务局陆续追回上述全部损失。
昨日，法院未当庭宣判。
