上奥州州长及有关部门负责人出席了授勋仪式。州长在讲话中充分肯定了FACC为本州经济发展和促进就业等方面的贡献，高度赞扬了耿汝光的杰出领导能力及其贡献。
耿汝光表示，中航工业将继续支持FACC在奥地利的发展，持续投入，扩大就业机会，提高市场地位，增强竞争力。FACC已经进入一个良性、快速发展的新阶段，新的发展计划正在实施，前景十分美好。FACC已经成为中奥两国经贸合作的典范。有两国政府的支持，有大家的共同努力，FACC必将为中奥两国的经济发展做出更大贡献。
FACC成立于1989年，系从事研发和制造复合材料部件和系统的专业化公司。该公司是空客公司多型飞机复合材料制件的一级供应商、波音公司多型飞机复合材料制件的二级供应商，并为空客、波音、庞巴迪、阿莱尼亚、欧直、沃特、萨博等许多航空工业重要客户生产飞机复合材料结构件和内饰件。
FACC也是中国研制的大型客机C919一级供应商。
2009年12月3日，中航工业成功并购FACC。并购后四年来，虽然面对金融危机、欧元危机和激烈竞争压力，但FACC在股东的大力支持下，在监事会和管理层的共同努力下，成功渡过并购后的过渡期，进入了全速发展的新阶段，实现了从收购前连续两年亏损到收购后连续四年盈利的跨越，销售收入从收购时的2.5亿欧元增长到本财年的约5亿欧元，息税前利润从800多万欧元增长到4000多万欧元，员工从1300多人增长到2400多人，多项业绩创历史新高，形成了各利益相关者共赢的良好局面，成为中奥两国经贸合作的典范。
上奥州是奥地利工业重镇，该州所辖几个重要工业城市云集了钢铁、汽车、化学等产业，出口总额约占奥地利全部出口的四分之一，其中三分之二产品出口到欧盟国家；该州在技术方面也处于欧洲顶尖水平，拥有众多的科研机构及将近20家技术开发中心，在多个领域均有综合性研究项目；该州具有较高的教育水平，职业教育更是在全国首屈一指。
根据上奥州1982年12月16日颁布的法律，州政府每年通过政府决议，对该州做出显著和非凡贡献的个人颁发不同种类的勋章，最高级别的勋章是金质勋章。
金质勋章授予对象为对上奥州的荣誉或对上奥州的社会人口福利做出杰出贡献的个人，且自设立以来每年颁发人数十分有限，有些年份甚至空缺。获此殊荣的人都是在当地各个领域具有影响力的杰出人士。
中航工业作为我国最大的航空制造企业，自2008年11月6日正式成立以来，积极实施国际化经营战略，主动“走出去”并购国际优质企业和资产，创造了多个“中国第一”，海外投资实现了重大跨越。
