金海湖镇是平谷区旅游大镇，前往金海湖和京东大溶洞旅游区的游客络绎不绝，胡庄村泃河桥位于著名景点金海湖的上游。泃河桥南北两边种植着大片的桃林，每年夏天也是游客观赏桃花的重要景点。据村民介绍，平日里泃河桥上过往车辆较少，主要是胡庄村村民和一些卡车经过此地，在此桥下经营砂场也不容易引起人们的注意。
据了解，该砂场最先由村民胡志杰经营，但是当时出砂量并不大，也没有太严重的砍伐防护林和强占耕地的情况。胡志杰介绍，2007年付连义担任村主任以后，有人到砂场闹事，胡志杰将人打伤，不得不将砂场转手给了现在的老板，“每年给我五六万块钱，我也什么都不管”。
防护林耕地均被毁
据胡先生回忆，泃河的两岸修河道时种植了近百米宽的防护林，主要是一些生长能力比较强的刺槐和柏树。每年夏天，刺槐树上开满雪白的槐花，走在泃河桥上都能闻到扑鼻的香气。目前，泃河桥东面一公里远的地方还保留着原来种植的防护林，防护林用铁丝网进行了围挡，禁止行人和车辆进入防护林中。付连义为了挖取砂石谋取私利，泃河桥西面的防护林已经全部被砍伐，原来的防护林处被挖成了五十多米深的大坑，“一旦刮起大风，河堤北岸沙土漫天”。
胡先生称，2007年春天，村主任将水电接入到砂场，为了挖砂，就将大面积的防护林砍倒了，“刺槐和柏树都有碗口粗”，大片大片的树林被砍倒以后，河堤北岸只剩下光秃秃的一片石子地。越来越多的挖土车将砂石挖出来以后，原来的防护林就变成了现在的深坑。记者走进坑内发现，现在的砂场至少有30米深，装砂石的货车停在坑中很难从马路上看到。
据村民介绍，北堤防护林外面原来还有一部分耕地，村民每年在上面耕种一些玉米和小麦，“都是肥沃的河套地，每年一亩小麦能收近千斤”。后来砂场的负责人给村民两三千块钱把地收购了，将耕地表面上的土挖走半米就能见到砂石。“土也能卖钱，建筑工地都需要，当时都被砂场的人拉走了”。
河道仍在继续开挖
11月9日上午，记者在泃河桥上看到，该路段偶尔有一辆轿车经过，却不断有装砂石的卡车来来往往。泃河桥的北面200米远的地方，铺设了一条铲平的简易砂石路，砂石路一直向西延伸了1000多米到达一个深坑之中。坑内就是村民提到的砂场，砂场中堆积着大大小小的数十个砂石堆，有些是刚挖出三四十厘米大小的石块，堆成一两米高的石堆。有些是碎好的细砂，小堆小堆地存放在砂坑的南面，在砂坑的西北角堆积着一个长宽近百米的细砂堆。平均五六分钟就会有一辆大型卡车从公路上开进砂场，开到细砂堆前，装满石子后再运出。
据一位卡车司机介绍，“小车一车能装11吨左右，一天能拉五六车，按照路途远近收送取送货费用，一天也就能挣四五百块钱”。该砂场的砂石主要运往金海湖镇附近的工地，有时也需要送到天津蓟县。
记者在泃河桥上看到，河道中一辆挖土机正在挖采砂石。挖土机旁边停放了一辆卡车，挖土机将砂石挖掘出来，倒进卡车车厢里，卡车再将砂石倒进河堤北面的深坑中，堆成了七八个大石堆。石堆旁边停放着五六辆碎石机，在距离碎石机三四百米的地方堆积着一堆碎好的细砂。据村民介绍，平时每天五六辆碎石机一起开动，在马路上都可以听到声音。记者随后试图进入砂场，遭到砂场的工作人员驱赶。
据村民胡先生介绍，砂场有时会昼夜施工，二十多辆大型卡车排队等候，夜里会开动五六辆挖土机一起施工，砂场内灯火通明。11月10日夜间，记者多次到现场查看发现，砂场内并没有大规模地挖砂作业。现场一片漆黑，只有一辆挖土机在黑暗的河道内不停地将砂石挖出，倒进停在旁边的卡车里，然后再运到河堤北岸的砂场内，堆在五六辆碎石机的旁边。砂场内办公室一直亮着灯，不断有大型卡车从砂场内进进出出，但所有进出车辆都将车灯关闭，沿着砂石路缓慢地行驶。
父子二人说法不一
记者先是以买家的身份联系了付连义的大儿子付波涛，他目前负责砂场的经营和管理。付波涛称，砂场目前仍在运营，细砂45元一吨，暂时没有石子出售，但是如果客户需要，他可以帮助客户联系到货源。如果需要砂场负责将细砂送到客户处，需要根据具体距离由客户承担运费。
昨天下午，胡庄村村主任付连义向记者证实，砂场确实属于他所有。但随后他称，砂场半年前就已经停工，目前他正在负责河道治理，砂场只剩下一点砂石留作自己用，并不出售。当记者提及砂场是否办有相关手续时，付连义含糊其辞称正在有事，将电话挂断。随后记者再次拨通付连义电话确认具体信息时，付连义称自己在外地，两三天之后回来会给相应的答复。

村主任出入驾豪车
11月9日下午，在村主任付连义家门口，停放着两辆车，一辆为黑色的宝马X6(宝马官网报价106.3万元人民币)，一辆为白色的奥迪Q5。
多名村民向记者证实，黑色的宝马X6为村主任付连义的座驾，奥迪则是其家人所开。一名村里的村干部告诉记者，村主任一个月的工资一般为五六千元，付连义的两个儿子在砂场帮忙，其女儿则是在一个机关上班。
昨晚，付连义的儿子付波涛向记者介绍，砂场并没有办理相关手续，但是好几年前就已经将砂场关闭，只剩下一部分砂石留作自己家盖房子使用。对于家门前的两辆高档轿车，付波涛表示，家里以前承包了金海湖水面进行渔业生产，四五年前将项目出售，获得了2000多万的资金。
