  今后,教师不再是“铁饭碗”,也不再“属于”学校。安徽省将严格教师资格准入制度,实施教师资格考试和定期注册制度。其中,中小学、幼儿园教师资格采取“国标、省考”;实行五年一周期注册,打破教师资格终身制。还将对中小学教师施行“无校籍管理”,由县级教育行政主管部门在编制内统筹管理,由学校根据需要按期聘用,动态调整,合理流动,促进教师资源均衡配置。实行城乡统一的中小学专业技术岗位结构比例,按照与小学教师职务结构比例相当的原则确定幼儿园高、中、初级专业技术岗位结构比例。


  另外,安徽省将把师德表现作为教师资格准入和定期注册、业绩考核、职称评审、岗位聘用、评优奖励的首要内容,实行师德表现一票否决制。严禁公办、在职中小学教师从事有偿补课,严禁体罚或变相体罚学生等违规行为,对有严重失德行为、影响恶劣者按有关规定予以严肃处理。


  意见还指出,安徽省将保证教师平均工资水平不低于或者高于公务员平均工资水平,并逐步提高,保障教师工资按时足额发放。对长期在农村基层和艰苦地区工作的教师特别是村小和教学点教师,适当增加绩效工资总额,增量部分用于发放其生活补贴。
