“长期以来，香港特区政府把各种垃圾堆场或垃圾填埋场都设置到了新界一带。这种安排远离了香港腹地，但离深圳特区却近在咫尺，仅一河或一山之隔，客观上对深圳会造成影响。数年前，就曾因老虎垃圾填埋场爆发过南山蛇口一代市民的集体抗议。然而，这次火灾事故，更是给我们敲响了警钟。我们希望香港特区政府从深港两地人民的长远利益和发展考虑，审时度势，重新评估所有垃圾堆场或填埋场的选址对深圳特区未来可能带来的危害与影响，立即或限期关闭临近深圳沿线的所有垃圾堆场或填埋场。同时，应当尽快拿出一个进场路线图和时间表”，杨勤表示。
记者日前从市人大选联任工委获悉，目前该建议已经提交到了市人大，正在等市人大代表们的集体签名。市人大选联任工委相关人员表示，按照相关规定，闭会期间提出的建议一般要求三个月内进行回复，特殊情况下，最迟也得六个月内回复。目前已有20多个代表签名。这位相关人员表示，由于涉及到港方，这类建议比较复杂。“市人大首先得交办给市外办，由市外办交至广东省相关部门，再由省里转至中央港澳办，由港澳办与港方取得联系。港方的回复也一样，由中央转至省里再转至深圳市。”

11月8日夜间，一股刺鼻浓雾蔓延至深圳罗湖、福田，不明所以的深圳居民纷纷致电政府和媒体查问。直到深夜，深圳市人居委官方微博发布消息，证实浓烟来自当晚香港打鼓岭恐龙坑的一个私人电子零件回收场引发的大火。
从深圳湾到沙头角海，深港之间绵延的边境线上，北面是深圳高度发展的摩天大楼住宅小区，南面是香港的边境禁区和新界乡村长期未被开发的原生态山丘丛林。对香港居民而言，靠近深圳一带的边境沿线早已是荒郊野外，厌恶性产业和设施也集中此地。
废旧产品回收场、集装箱货场、垃圾堆填区等等，密集分布在新界靠近深圳的边境地区。由于监管缺失，类似11月8日的回收场大火，由去年至今已有10宗。回收场废物燃烧引发的毒雾浓烟，如同一个个计时炸弹，随时引发跨境污染。香港社会希望港府建设发牌制度监管回收场，但至今未见港府采取行动。
现场：打鼓岭废旧电子产品仓库多
从深圳罗湖口岸出发，乘坐东铁线经过两站抵达粉岭火车站，转乘小巴只需10分钟即可抵达打鼓岭。沿着缸瓦铺路走入，就来到恐龙坑，11月8日引发深圳浓烟围城的大火所在地。
两车道缸瓦铺路两旁，一个个铁皮围闭的工场、仓库、回收场星罗棋布。由于此处远离香港市区，早上11时许，除了频繁往来的大型货车和货柜车，缸瓦铺路上人极罕见。不少工场大门紧闭，而开门的工场可见，既有堆放废旧纸皮的回收场，也有存放工程车辆或旧汽车的停车场，但都是清一色的简陋铁皮屋，或者临时搭建的简易房屋。
尤其在停放废旧汽车的停车场，有工人正在拆装车辆，机油将地面染黑。沿路可见不少回收电脑零件的广告贴在铁皮围栏上，据附近工人介绍，恐龙坑一带还有不少废旧电子产品仓库，但沿着缸瓦铺步行近一公里，未见一个消防龙头。而举目远望，深圳罗芳村、西岭下村一带新建的高层住宅楼就在眼前，直线距离不超过两公里。
恐龙坑一带的回收场并非首次失火，2008年11月3日，打鼓岭恐龙坑的三个废料回收场发生三级大火，火场存放大量塑胶废料，加上火场远离救火水源，消防员需要在三公里外取水，大火焚烧近六小时后才被救熄，其间大量毒烟吹向深圳。
根据香港环境局2011年的数字，香港约有200个废物回收场，回收的物品种类包括金属、塑胶、废纸、电器电子产品等。由于缺乏监管，除却11月8日的那场大火，从去年到今年10月底，见诸报端的香港各区因为回收场引发的大火已达10宗。
现状：新界回收场越开越多 存火灾隐患
目前香港的废物回收场大多位于新界边境地区，大量分布在元朗、屯门和打鼓岭一带。因为新界土地大部分为私人所有的农地，租金低廉。各种露天储物场、停车场、回收场看中廉价租金而纷纷搬迁至此。
1981年，一家“生发地产投资有限公司”租用屯门一幅农地摆放建筑钢条，但被政府拒绝，公司不服于是展开司法程序，官司一直纠缠至1983年，政府最终败诉；自此之后，新界露天车场和货柜场数目如雨后春笋，大量增加。根据政府文件，1983年新界露天回收场、货柜车和仓库为586个，十年后已大增至1453个。
由此担忧的不只深圳市民，生活在香港新界一带的居民，同样对身边的回收场忧心忡忡。今年10月13日，香港元朗八乡横台山一个存放大量汽车零件及车胎的回收场，中午发生三级大火，火势猛烈并发生多次爆炸，轮胎等燃烧而引发的毒烟冲上云霄，附近民居有30多人急忙疏散，房屋被熏黑。逾百名消防员扑救逾四小时才将大火扑灭。
元朗区议会主席梁志祥当时已批评，元朗区的回收场愈开愈多，不少均靠近民居，但场所的安全情况及管理参差，导致火警频生，但港府却未正视问题，消防处也未见加强对回收场巡查及监管，区内部分回收场的消防安全设施完全不合规格，严重威胁居民安全。
规管：回收场欠规管 业界吁设发牌制度
据香港媒体统计，香港每年约有五至六宗严重回收场火警，回收场存放塑胶电子零件，焚烧后散发含致癌物的二口恶英，这些毒气随风飘散，严重危害周边环境和市民健康，有毒物质也会渗入泥土，甚至污染地下水。
有环保组织指，回收场成为火警高危区，首先是回收场防火设施不足，其次是回收物品属高度易燃的塑胶和电子废料，当有电池发生短路便容易引起火警，希望港府正视回收场污染和安全问题。
港府对于回收场监管是否存在漏洞？对此香港立法会议员方刚曾就此质询港府。环境局解释，按照目前政策，香港不少回收场于私人土地或经短期租约批出的政府土地经营。地政总署自2011年2月开始，会特别提醒申请人须安装消防处所要求的消防装置。如申请人未能适时安装消防处所要求的消防装置，消防处可通知地政总署，或建议地政总署终止有关租约或豁免书。所有经营回收场的人士都必须遵守现有相关的防火、废物处理及污染管制的法规。在议员追问下，环境局表示，至今未出现因为消防设施不合格，而需要收回租约的情况。
香港环保废料再造业总会会长刘耀成坦言，回收场废料主要销往内地，但今年2月起，内地政府收紧部分废料的入口条例，加强打击走私橡胶的措施，导致香港不少回收场出口放缓，废料堆积如山，加上汽车零件回收场一般存有大量易燃物品，如汽油、天拿水及机油等，存在火灾隐患。“政府对回收场监管欠奉，不少回收场都是由农地自行改建，场主只须取得商业登记便可经营，政府应尽快完善回收场的发牌制度，改善情况。”刘耀成说。
香港环保回收业总商会主席罗耀荃指出，目前香港的环保回收场欠监管制度，大部分回收场根本没足够消防设备应付火警，业界已多次向港府反映问题，但政府却一直未有正视。他促请港府设立发牌制度，通过牌照规管废物回收场。
影响：深圳人大代表建议深港联合调查 港方未回应
11月8日，香港打鼓岭恐龙坑回收场发生火灾，致使深圳东起罗湖西至南山遭受大面积空气污染。针对这起事件，11日，由深圳市人大代表杨勤牵头，20多名代表联名提出闭会建议，紧急呼吁深港双方成立联合调查组，对本次污染事件造成的影响作出评估，调查结果应通过新闻媒体向全社会公布。
南都记者就此致电香港环境局，香港环境局却表示，此次着火的回收场非港府管理的政府回收场，有关当日火灾的情况应当咨询香港消防处。香港环境局并未回应是否会与深圳方面合作，考虑关闭深港边境的废物回收场或是堆填区。
而深圳市人大代表的建议，需要获得港府回应，流程却漫长而曲折。据媒体报道，深圳市人大相关人员表示，由于事件涉及到港方，此类建议确实比较复杂。市人大首先得交办给市外办，由市外办交至广东省相关部门，再由省里转至中央港澳办，由港澳办与港方取得联系。港方的回复也一样，由中央转至省里再转至深圳市。

上水以北空气监测存盲区
除了长期缺乏规管，由于回收场多处于深港边境地区，对于香港而言这已是“荒郊野外”，居住人口稀少，因此香港环保署的空气质量检测网络，也将上水以北地区排除在检测范围内，一旦火灾引发浓烟，边境地区实际上是检测盲点。
香港环保团体“健康空气行动”项目经理冯建炜表示，目前新界北区仅设有两个空气监测站，分别位于大埔及元朗，但上水以北地区并没有监测点，一旦该区或深圳居民日后再受毒气吹袭，港府也无从知悉，他促请政府扩大监察网。

香港流浮山深湾路虎草村发生3级大火，飞行服务队派出直升机投掷水弹协助扑救，由于附近回收场分布密集，大火波及到附近的一个回收场。

打鼓岭恐龙坑某电脑回收场仓库发生3级大火，焚烧6个小时后始被扑熄。大片毒浓烟高逾十数层楼，一名住附近的老人因吸入浓烟需送医院。

深圳新闻网11月9日讯(记者 张钊)昨夜，一股刺鼻的气味弥漫在深圳上空，不少网友在微博反映“被熏醒”。 11月9日，记者从市人居环境委获悉，昨晚刺鼻的异味系香港粉岭、打鼓岭垃圾场火灾引起，昨夜环境应急监测的结果表明，气味中对人体健康有较大影响的挥发性有机物(VOC)中的苯、甲苯等有机物均处于正常空气本底的水平，市民无需过度担心。
不少网友在微博上称 11月8日晚，深圳罗湖、福田、南山、宝安等城区上空弥漫着一股烧焦塑料的刺鼻味道。网友@Ly橙在9日凌晨2:17发布微博称：“香港垃圾场火灾，燃烧的有臭味全部飘散过深圳市区！今晚根本无法入睡！”，并附上一张图片，图片上依稀可见大片火光。
记者在微博平台看到，表示闻到类似气味的网友不在少数，微博发布时间主要集中于8日23时至9日凌晨。
9日凌晨，深圳微博发布厅发布消息称：昨夜至今，深圳罗湖、福田、南山、宝安等城区上空飘浮了一股异味。事发后“@绿色梦想-深圳”污染应急处理人员立即介入调查，初步查明系香港粉岭、打鼓岭垃圾场火灾引起的异味，目前相关人员正抓紧与港方展开沟通，并做好空气监测工作。请市民勿过分紧张。
9日上午，记者从市人居环境委获悉，昨天，市人居环境委从12369环保热线等多个渠道获悉罗湖、福田、宝安等城区上空漂浮着一股异味后，环境污染应急处理人员立即介入调查和开展环境应急监测，分别在深圳湾、红树林和罗湖口岸等地设点监测，以对人体健康有较大影响的挥发性有机物(VOC)为监测对象，采样监测结果表明VOC中的苯，甲苯等有机物处于正常空气本底水平，初步分析异味可能来自于昨晚香港粉岭、打鼓岭垃圾场火灾。
市人居环境委委表示，当前正在抓紧与港方环保署联系了解原因，同时继续开展空气环境应急监测工作。目前，异味已经消失。
