China’s stone desertification land area for the first time shift to a net decrease of

Du Ying said, the next step will be to complete the national stone desertification in karst area under integrated management planning framework for the goals and tasks, and in the country by 2015 to expand comprehensive harnessing project of the Rocky to 451 districts, to achieve full coverage.

　　石漠化是在喀斯特地区脆弱的生态环境和认为活动干扰共同作用下，土壤大量流失，基岩大面积裸露的土地退化现象。国家发改委、财政部、环保部、全国扶贫办公室、林业局、农业部等部门和8省份近日在四川举行了全国岩溶地区石漠化综合治理工程第四次省部联席会暨现场会。

　　据中国国家林业局总工程师陈凤学介绍，通过多年来人工造林和封山育林等生态建设，中国石漠化防治取得明显成效。监测结果显示，岩溶地区石漠化已由过去持续扩展转变为净减少，平均每年净减少1600平方公里。通过发展特色经济林、商品林，为百姓种下了致富树。

　　对此，杜鹰在接受新华社记者采访时说，这是一项了不起的成就，是中国生态建设领域具有标志性的大事。过去，人们认为石漠化是治理不了的生态癌症。6年来中国石漠化治理初步实现了改善生态环境、促进经济社会可持续发展的双赢目标，表明石漠化是可防可治的，更加坚定了中国治理石漠化的信心。

　　石漠化综合治理是中国生态建设中的重大课题，涉及长江、珠江流域贵州、广西、云南、四川、重庆、湖南、湖北和广东等8个省份451个县，2.2亿人口。

　　上个世纪80年代末至本世纪初，中国石漠化面积不断扩大。为保护长江、珠江中上游生态环境，加大中国岩溶地区扶贫力度，中国政府自2008年以来，先后在300个县启动实施岩溶地区石漠化综合治理试点和重点治理工程，累计投入77亿元人民币专项资金，并整合退耕还林等多项强农惠农资金数百亿元。

　　杜鹰说，中国各地在石漠化综合治理中坚持因地制宜、综合治理，采取恢复植被、种草养畜、坡改梯(田)、建沼气池、移民搬迁、发展后续产业等措施，改善了生态环境和农民生产生活条件，促进农民增收。他说，去年与2007年对比，规划区451个县的人均地区生产总值和农民人均纯收入增长率，均高于全国平均水平。

　　目前中国仍有石漠化面积12万平方公里，中国石漠化治理工程区生态状况开始转向良性发展态势，但局部地区仍在恶化，治理任务十分繁重。

　　杜鹰表示，下一步将力争如期完成《全国岩溶地区石漠化综合治理规划大纲》规定的各项目标和任务，并争取在2015年将石漠化综合治理工程扩大到451个县，实现全覆盖。
