　　中国国际问题研究所所长曲星认为，“国家安全委员会”是一个非常必要的机构。在目前全球化的背景下，人员的往来非常密集，技术手段非常发达，中国的高速发展使各个国家对中国的各种活动也大幅度增加，所以国际安全形势面临着一个非常复杂的局面，国家安全的挑战也是更加的严峻。这样就形成一种多元的、立体的，而且是一种跨时空的安全局势。

　　在这样的背景下需要更加有力整合国内关于国家安全的资源，来协调国内的相关职能部门或地区，来提高国家安全方面工作的效率，来提高我们决策的层级，这样才能够应对越来越复杂的国家安全局势。从国际上的情况看，实际上在一些主要的国家都有国家安全委员会，说明对一些重要的国家来说，成立这样高层级的协调机构具有非常独特的意义，对中国来说应该是必不可少的。
