　　任建明认为，新的领导集体在反腐败工作方面，至少在现在和今后的五年时间，一个最主要的工作重心就是加大“治标”力度，为“治本”赢得时间，而且在“治标”方面以作风建设作为重要的切入点。

　　巡视人员授权应适当扩大

　　十八大以来，中央已经启动了两轮巡视组，目前第二轮巡视工作已经进驻各单位。任建明坦言，巡视组毫无疑问是各个监督力量中的“王牌”，是“杀手锏”，最有潜力能够发挥出监督作用。“这一年我们看到，新的中央巡视领导小组做出了一些重大调整，包括对于监督者的监督，组长的轮换等。巡视组组长现在都觉得压力很大，知道这个权力意味着更大的责任。”

　　针对巡视制度，任建明提出对巡视工作人员的授权“是不是可以适当扩大”等建议，让发现问题的手段、方式多一些选择。

　　增加专业人士更换8人

　　11月初，中央纪委公布聘请40人为特邀监察员，任建明就是其中之一。

　　从事了10多年反腐研究工作的任建明介绍，十八大后，中央纪委关于特邀监察员聘请的对象思路、人员结构做出了一个重大调整，增加了一些“专业人士”，这一次更换了8个人。他建议，把特邀监察员分成不同的小组，除了参与中央纪委的活动，还可以开展一些专题调研，使提出来的政策建议质量更高。
