35万元工程款，新县农民胡泽贵跟新县周河乡政府要了15年，至今也没能完全要回来。“每次去要钱，乡政府都说没有钱，想方设法给你往后拖。”59岁的胡泽贵无奈地说。昨天，东方今报记者随胡泽贵一起，亲历艰难的“讨债”路。
【无助】35万工程款拖欠15年
1998年，新县浒湾乡农民胡泽贵同新县周河乡签订合同，承担了省道南信叶公路的部分土建工程。2000年，工程保修期满，乡政府却没有支付剩余工程款，胡泽贵得到的只是一张34.974万元的欠条。
胡泽贵介绍，工程完工后，面对每天讨债的农民工，他只得四处借债、贷款。“周河乡政府每年还的钱，连还银行贷款的利息都不够！”胡泽贵说，从2000年工程完工到2012年，周河乡政府断断续续还了10万元左右。
2006年4月，周河乡拖欠胡泽贵工程款一事曾被省内媒体曝光。新县政府责令周河乡两年内还清所欠款项，但一直没有得到落实。
今年8月，胡泽贵的儿子在网上多个政府留言板反映工程款被拖欠15年的事情，不久，新县县政府就在该留言板跟帖留言：周河乡政府会分批还款。直到现在，胡泽贵也没有得到周河乡政府的还款方案。

昨天上午九点半，记者随胡泽贵父子一起，来到周河乡政府。
周河乡政府张姓专职副书记表示很无奈，称周河乡是个穷乡镇实在是没钱，另外这个是历史遗留问题。
“当年修路，财政没有专门拨款，只得以资代劳让老百姓交钱集资，但老百姓也拿不出钱，到现在都没有收上来。”张副书记说，会及时向孔德伟书记汇报这个情况。
走出周河乡政府，胡泽贵给该乡党委书记孔德伟打了个电话。在电话里，孔德伟有些不耐烦：“乡里财政确实太困难了，我再给你想想办法，别让你儿子到处发帖说这个事了。”挂掉电话，胡泽贵无奈地摇头：“从1998年到现在都换了四五任书记了，他们都是这么说，十多年了，早就听烦了！”(大河网 余超 张亮图)
