11月12日，十八届三中全会闭幕，改革总体部署面世，开启中国改革开放历史新时期。随着全面深化改革目标的确定，生态文明制度建设成为三中全会后重要的改革议题之一。
继中共十七大明确提出“建设生态文明”战略任务后，十八大又把生态文明建设纳入中国特色社会主义事业“五位一体”总体布局，明确提出大力推进生态文明建设，努力建设美丽中国。十八届三中全会指出，建设生态文明，必须建立系统完整的生态文明制度体系，用制度保护生态环境。
这为贵州的发展创造了有利的契机。近年来，贵州省围绕建设生态文明目标，发挥独有优势，以生态文明理念引领经济社会发展，渐次破题。
“随着基础设施的不断完善，贵州的资源就会越来越升值，而随着生态文明建设的不断推进，贵州的发展优势就会越来越凸显。贵州会更加珍贵。”贵州省省长陈敏尔说。
2012年初，陈敏尔从浙江省调往贵州省工作，出任中共贵州省委副书记。不到一年，他当选为贵州省省长。近日，陈敏尔接受了《中国新闻周刊》的专访，对贵州省如何利用自身优势、以建设生态文明助推发展发表了看法。
一方面以良好的生态助推贵州加速发展，一方面用环保要求倒逼贵州转型发展
中国新闻周刊：作为一名“新贵州人”，你对贵州现在的发展有什么感受？
陈敏尔：到贵州工作后，对“多彩贵州”有了更深的了解。我感到，贵州的省情可以用两个字来形容：一个是“多”，一个是“欠”。
“多”字体现在：一是能矿资源的多样性。贵州素有“西南煤海”之称，煤炭资源居全国第五位。矿产资源达128种，28种储量居全国前五位。二是生物生态的多样性。贵州是我国重要的动植物种源地和中药材四大产区之一，发展民族制药和食品工业潜力巨大。三是民族文化的多样性。49个民族在这块土地上聚居繁衍，劳作生息。
“欠”字体现了贵州发展的“差距”。 由于历史、地理等原因，贵州这块“富饶”的土地还处在欠开发、欠开放的状态。
所以，现在突出感受有两点：一是责任。贫困与落后仍是贵州的主要矛盾。按照2300元的国定标准，全省贫困人口还有923万人。这份责任是沉甸甸的。二是信心。中央十分重视和支持贵州发展，去年国务院下发了国发2号文件，把贵州发展上升为国家战略。在历届省委、省政府打下的坚实基础上，经过近三年努力，贵州发生了翻天覆地的变化。随着交通基础设施的加快改善，贵州资源红利、生态红利、劳动力红利、政策红利、改革红利正叠加释放，我们对到2020年实现与全国同步小康充满信心。
中国新闻周刊：“5个100工程”是当前贵州发展的重要平台，在推进这项工作的过程中，如何更好地与生态文明建设结合起来？
陈敏尔：贵州的发展有着独特的路径。贵州是山区省份，建设用地相对比较少，现实情况决定了我们发展要有章法，要优化空间布局，优化生产力布局，把生产要素集聚到重点区域，这也是生态文明建设的需要。我们规划了“5个100工程”，即：100个产业园区，100个高效农业示范园区，100个小城镇，100个城市综合体，100个旅游景区。
之所以规划建设 “5个100工程”，因为目前是贵州发展的重要时期，搭建良好的投资平台也是我们吸引外来投资的重要措施。抓住、抓好了这“5个100工程”重点平台建设，不仅有利于加快推进“四化”同步进程，而且能为全省发展集聚更多要素，真正做到在发展中保护、在保护中发展。
中国新闻周刊：在贵州召开的生态文明贵阳国际论坛，影响广泛。贵州已经在生态文明建设和实践方面进行了许多有益探索，你如何看待生态文明建设在经济社会发展中的价值和意义？
陈敏尔：经党中央、国务院批准，今年起，已成功举办4年的生态文明贵阳会议正式升格为生态文明贵阳国际论坛，成为全国唯一以生态文明为主题的国家级论坛。贵州将进一步提升论坛层次，扩大论坛影响，不断拓展制度性研究领域，更加注重成果分享，为建设“美丽中国”贡献更多“贵州力量”。
对贵州而言，良好的生态是最大的优势、最亮的品牌。我们要把优势用足，把品牌打响，让生态文明既成为发展的方式，也化作发展的成果，为子孙后代留下天蓝、地绿、水清的美好家园。
一方面，以良好的生态助推贵州加速发展。良好生态能够助推贵州加速发展，把生态优势变成发展优势。现在的投资者、旅游者来分享贵州的发展机会，不光是来赚钱，来观光，还要分享这里的山水风光、民族风情，分享这里的生态与环境。我们既要金山银山也要绿水青山，绿水青山就是金山银山，现在种下的常青树，就是未来的摇钱树。
另一方面，用环保要求倒逼贵州转型发展。要在实现金山银水的同时保住青山绿水，发展就必须是有质量的，是资源节约型、环境友好型的。工作中，贵州正逐渐把生态文明理念融入经济社会发展的方方面面，通过既提速又转型、既发展又保护，促进生产空间集约高效、生活空间宜居适度、生态空间山青水秀。
当前，按人均GDP水平排位，贵州在全国挂末，但如果按联合国人类发展指数排名，贵州排第26位；按国家统计局景气监测中心与有关单位关于各省区市绿色发展指数排位，贵州排第13位；《2012中国可持续发展战略报告》显示，贵州可持续发展能力增幅位列全国第二位。这意味着，只要我们发挥生态资源优势，努力打造生态文明先行区，完全可能实现后发赶超、跨越发展。
中国新闻周刊：工业化是实现现代化不可逾越的阶段，人们眼中青山绿水的贵州，将怎样保存良好生态，走新型工业化道路？
陈敏尔：习近平总书记曾于2011年在贵州考察时指出，工业化和城镇化是贵州发展的两块“短板”。贵州的欠发达，很重要的表现是工业化、城镇化的欠发达。我们感到，在贵州，现在不是要不要搞工业的问题，而是搞什么样工业的问题。
贵州土地稀缺、生态脆弱的属性决定，我们必须走特色化、集聚化、绿色化的发展道路。特色化方面，就是根据自身资源禀赋和市场需求，大力发展资源深加工产业和特色轻工业。重点发展煤电铝、煤电磷、煤电钢、煤电化“四个一体化”，打造酒、烟、茶、食品和医药“五张名片”。同时，大力培育新材料、新能源、节能环保、信息技术等战略性新兴产业，增强经济发展的后续支撑能力。集聚化方面，就是坚持走产业园区发展路子。大项目可以独立选址，一般的工业都应该集聚起来发展，推动招商引资项目和传统分散的工业项目向产业园区、标准厂房集中，让关联的企业、关联的产业、关联的产品形成产业群，实现集聚、集约发展。绿色化方面，就是科学合理开发利用资源，做到尽量少用资源，用了之后尽量“吃干榨尽”、再生利用。加快产业园区污水和垃圾处理等环保设施建设，把环保设施的欠账补回来。同时，绝不引进污染项目，把新的污染源管住，千方百计保护贵州的青山绿水。
城镇化不走“摊大饼”的老路，而是多下“蒸小笼”的工夫
中国新闻周刊：贵州提出，要推进工业化、信息化、城镇化、农业现代化“四化同步”。在城镇化建设上，贵州又将如何凸显生态优势？
陈敏尔：山多地少是贵州的基本省情，城镇化是最具潜力的内需。所以，贵州非常重视城镇化。推进我省城镇化建设，我们始终坚持因地制宜、因势利导，不求大、不求洋，只求特，不走“摊大饼”的老路，多下“蒸小笼”的工夫，走组团式发展的山地城镇化道路，带动城镇人口比重的提高。
“美丽乡村、绿色小镇、山水城市、和谐社区、多彩贵州”是贵州未来城镇化的蓝图和愿景。其中，建设“绿色小镇”是贵州城镇化的重要内容。如果说工业化是龙头，农业现代化是基础，信息化是支撑，城镇化就是推进“四化同步”的重要融合点。我们正在按照建设“小而精、小而美、小而富、小而特”城镇的要求，围绕“绿色”这个主题，依托贵州独特资源，加快建设一批既富有个性、又具有共性的绿色小镇。
中国新闻周刊：贵州提出将打造旅游发展升级版。贵州将如何打造这一“升级版”，从而将生态资源优势有效转化为经济发展优势？
陈敏尔：打造旅游发展升级版，既是贵州加速发展、转型发展的需要，也是扩大开放、提升形象的需要，更是改善民生、扶贫开发的需要，是贵州赢得主动、赢得优势、赢得未来的当下之需和长远之策。
过去五年，全省旅游总收入、旅游接待总人数年均增幅分别达29.4%、27.9%，旅游业主要经济指标进入全国第二方阵。2012年，全省旅游业增加值占全省GDP比重达到7.9%，占第三产业增加值比重达16.5%。旅游业已经成为我省重要的支柱产业，贵州已经成为全国重要的旅游目的地和西部旅游热点地区。
打造贵州旅游升级版，我们的指导思想、方针原则、基本依据是国发〔2012〕2号文件对我省旅游发展的定位，即建设“文化旅游发展创新区”“世界知名、国内一流的旅游目的地、休闲度假胜地”。
我们的重点抓手是100个旅游景区建设，集中人力物力财力，重点建设一批产业特色突出、示范效应明显、基础设施完备、配套服务齐全、综合效益显著的精品旅游景区，引领全省旅游产业转型升级。
我们的路径是“六个升级”，即：着力在理念上升级，用现代理念引领贵州旅游业发展；着力在产品上升级，充分发挥旅游产业的综合效益；着力在业态上升级，推动旅游由观光式向体验式转变；着力在格局上升级，形成众星拱月、月照群星的格局；着力在营销上升级，构建全媒体时代立体营销系统；着力在服务上升级，增强贵州旅游的美誉度和影响力。
我们的目标是“四个转变”，即推动旅游市场供给从浅层观光旅游向深度文化体验转变，区域旅游竞争从点线突破向旅游目的地竞争转变，旅游产品从观光产品向多业态转变，发展模式从规模扩张向规模与质量效益并重转变，力争到2015年基本建成旅游大省，到2020年全面建成旅游强省。
需要强调的是，打造贵州旅游升级版，很重要的一条就是树立生态理念，大力发展生态旅游。我们把生态文明理念融入旅游发展全过程，以保护、利用、美化、建设青山绿水为目标，尽量多利用、少开发，打造绿色休闲度假的目的地、示范地，让“多彩贵州”为“美丽中国”增光添色。
中国新闻周刊：不久前，贵州提出了学习借鉴瑞士经验，努力打造“东方瑞士”的构想。你对这一构想有什么样的考虑？
陈敏尔： 习近平主席在会见瑞士联邦主席毛雷尔先生时说过，“中国正在加强生态文明建设，致力于节能减排，发展绿色经济、低碳经济，实现可持续发展。贵州地处中国西部，地理和自然条件同瑞士相似。希望双方在生态文明建设和山地经济方面加强交流合作，实现更好、更快发展。”这为贵州学习瑞士、绿色赶超，指明了方向。
瑞士享有“世界花园”美誉，贵州拥有“公园省”之称，两地有很多共同之处。两地均属内陆山地地区，平均海拔1100-1400米，山地、丘陵占国土面积均超过90%。瑞士是享誉世界的旅游胜地，贵州也正成为游客休闲度假的热土。如果说瑞士能对地理决定命运的论调说“不”，那么，贵州也有理由通过长期的努力，借鉴学习成为“东方瑞士”。
我们可以借鉴瑞士工业化、企业发展、城市建设等经验，尤其是借鉴瑞士生态保护的经验，把环境保护作为发展的底线，进一步加强生态文明建设，努力提供更多的生态产品和服务，促进金山银山与绿水青山的和谐统一。
但我们也清醒地认识到，瑞士是西方发达国家，贵州是中国的西部省份，经济发展水平远远落后于瑞士。贵州打造“东方瑞士”，实现绿色赶超，还有很长的路要走。
中国新闻周刊：未来，贵州将如何保持良好的发展态势？
陈敏尔：尽管这些年贵州经济社会发展取得了一定成绩，但我们也清醒地看到贵州与全国的发展差距。与全国同步全面建成小康社会是目前贵州发展的最大任务。贵州的同步小康，面临着既要“赶”又要“转”的双重任务、双重压力。“赶”，就是要保持较快并稳定、持续的发展速度，做大经济总量，提高人均水平。 “转”，就是要转变发展方式，提高发展的质量和效益。具体工作中，要做到以下几点：
第一，保持转型升级的方向不变；第二，保持对外开放的力度不减；第三，保持干事、创业的激情不退。我相信，只要全省上下一条心，坚持不懈，我们就一定能在2020年与全国同步全面建成小康社会。 ★
