　　针对中国可能会放开“单独二胎”政策，11日国家卫计委新闻发言人毛群安公开表示，国家卫计委已组织调研人口数量、素质、结构和分布的关系。今后相当长的时期内，人口多、底子薄，人均资源占有量较少，环境容量不足，发展不平衡，仍然是我国的基本国情。我们必须长期坚持计划生育基本国策不动摇。

　　毛群安说，“完善生育政策”是新组建的国家卫生计生委的一项重要职责。既要考虑维持我国的低生育水平，又要考虑群众的生育意愿、经济社会发展和人口结构变化等诸多因素。因此，国家卫计委组织开展大量调查研究，研究提出人口数量、素质、结构和分布的关系，研究提出了完善政策的思路和方案。
