法制晚报讯(记者 温如军) 今天上午，保定市委宣传部负责人向《法制晚报》记者回应“单双号限行”称，只是试行15、16日两天，17日将恢复正常通行。“不管效果好还是不好，市政府都将会根据试行的结果，研究决定，不会马上实施。”
明日起，河北保定市区内将实施车辆单双号限行措施。这是11月11日保定市大气污染防治工作调度会上的决定，旨在有效应对大气污染严峻形势，严格控制全市供暖后空气污染指数上升。
如果保定执行这一政策，保定将是全国首个因治理环境污染出台单双号限行政策的城市。
措施
单双号限行 违者不罚款不扣分
今天上午8点左右，保定市笼罩在一片雾霾当中，目测到的能见度为100米左右。
《法制晚报》记者打车来到保定市朝阳路和南二环等繁华地段，据出租车司机介绍，该路段是保定市车流量较大的路段。记者在现场注意到，除了正常的等待红绿灯外，整条路段几乎畅通无阻，不存在塞车现象，而此时正好是上班的高峰期。
车辆限行区域为市区东二环、三丰路、西二环、北二环(含以上道路)以内区域，按“单日单号车通行，双日双号车通行”原则，实施单双号限行措施，军、警车辆，抢险救援车辆及公交车等不在限行范围之内。
保定市环保局宣传处相关负责人称，为有效应对大气污染的严峻形势，严格控制15日起全市供暖后空气污染指数上升的趋势，市政府才决定限行。
另据记者了解到，就在本月初，河北部分城市已经试行重污染天气下的单双号限行措施，包括石家庄、邯郸、邢台等地。
据了解，限行政策正是在本月11日保定市召开了大气污染防治工作调度会(以下简称调度会)上做出，调度会上还提出，限行公示期间，市交通局要在市区加大公交车班次和出租车的投放，提升运力，保障市民出行。对政府部门及所属企事业单位，下发专门通知，带头严格执行。
在限行初期，对违反限行规定的车主，不罚款、不扣分以教育、劝返为主，同时公安交管部门对违规车辆加大宣传。此外，由市政府应急指挥部组织，将于11月15日、16日组织两天的预演，及时发现问题，加强保障措施。

记者在保定市委宣传部进行了采访，相关负责人回应了社会上的质疑。
法制晚报记者(以下简称FW)：制定这个政策的初衷是什么？
负责人：治理交通拥堵、缓解环境污染。减少机动车出行量就会减少二氧化碳排放，对治理大气污染，尤其是雾霾有好处。
FW：有没有做过相关的调研或听证？
负责人：环保局的同志在11日的大气污染防治工作调度会上提出了这样一个设想，在明天后天试运行一下，并没有已经行成这种机制。试行两天效果好怎么办，不好又怎么办，这些问题都有待进一步确定。
FW：这是保定的一项长期的政策会一直执行下去，还是如果效果不是很理想会考虑取消限行？
负责人：现在只是试验，还没有正式文件，所以即使实施，我个人认为也不是一天两天的事。
FW：有没有想到可能引起一些社会负面效应，比如说引起市民不满什么的，怎么应对？
负责人：都有考虑，比如说孩子突然生病怎么办，这些问题都有考虑。
FW：会不会限号、限购？
负责人：都没有出台正式的限行文件，就更不用谈以后的限号限购了。
FW：有网友认为如果只限行不限购的话有可能会推动汽车消费，因为限行了只能导致老百姓再买车？
负责人：这些问题现在都无从谈起。
FW：外地车，尤其是北京的车在保定会受到限号的影响吗？
负责人：没有正式文件，所以这些问题都无法回答。
