　　会议指出，改革是决定当代中国命运的关键抉择。党的十八届三中全会对今后一个时期全面深化改革作出了总体部署。各级政府要把思想和行动统一到全会精神和中央决策部署上来，进一步解放思想，以更大的勇气、智慧和魄力，推动改革不断取得新突破，促进经济持续健康发展，让改革和发展成果更多更公平惠及全体人民。

　　会议强调，完成好今年的各项改革任务，对落实十八届三中全会的部署、加快推进重点领域和关键环节改革，具有重要意义。今年的改革成效也是对能否贯彻好三中全会精神的检验。新一届政府成立后部署了7个方面22项重点改革任务。经过各方面努力，深化政府机构改革、减少审批事项、创新政府公共服务提供方式、扩大营改增试点范围、推进利率市场化改革、天然气价格改革、城乡居民大病保险全覆盖、困难群体社会救助等重点改革已出台相关实施方案。其他涉及社会组织管理制度改革、进一步完善行政审批制度、鼓励民间资本发起设立民营银行等重点改革也在积极推进。总的看，今年的改革进展是顺利的，对推动经济稳中向好发挥了重要作用。但一些方面的改革措施尚未落实，要高度重视，抓紧推进。

　　会议认为，贯彻十八届三中全会精神、全面深化改革，必须兑现已部署的各项改革承诺，增强人民对改革的信心，奠定改革迈出新步伐的基础。当前要一手抓已确定各项改革任务的落实，一手抓今后尤其是明年重点改革任务的谋划。要认真检查今年改革措施的落实情况，努力使各项改革逐一落地、逐见成效。特别是对简政放权、转变政府职能的改革，推进营改增、减免小微企业税费、盘活财政和货币资金存量、金融支持实体经济，完善资源性产品价格形成机制，农业和农村领域的改革，扩大开放、推进自贸区建设的改革，健全大气污染治理和食品安全监管机制等民生方面的改革，都要以坚定的决心和韧劲，毫不放松、一抓到底。同时，要按照十八届三中全会精神，结合明年工作，认真研究、筹划下一步各项改革任务。对已明确方向的改革任务和已确定的改革项目，要提出具体实施方案。国务院各部门不但要围绕改革“出题目”，更要为推进改革“做答案”，通过抓好今年各项改革，为明年改革迈出新步伐、开创新局面奠定良好基础。
