Xinhuanet, Shenyang, November 14 (reporter Sun Renbin)-14th reporters from the Liaoning Provincial Environmental Protection Department was informed that Liaoning currently has nearly 7 million motor vehicle ownership, to respond effectively to exhaust pollution, from December 1, the province's motor vehicle pollution control Ordinance will be throughout City Government under the motor vehicles emission of pollutants, a reasonable control of the number of motor vehicles in the region.
Liaoning Provincial Environment Protection Bureau Deputy Inspector of Lv Jiali, currently nearly 7 million motor vehicle ownership in Liaoning province, and an annual growth rate of 15%-cent. The nitrogen oxide emissions by motor vehicles accounted for one-third of the province's total nitrogen oxide emissions, vehicle exhaust pollution has become an important factor in urban ambient air quality.
Considered by the Liaoning Provincial people's Congress passed the motor vehicle pollution control Ordinance provides that all cities and counties in the province should be reflected in urban and rural planning, traffic-building motor vehicle pollution control requirements, giving priority to development of green transport, improved road conditions, encouraging the public to select pollution-free way to travel on the environment, control vehicle pollutant emissions. Around the Municipal Government should be based on urban and rural planning and motor vehicle emissions of pollutants, reasonably control the administration of motor vehicle ownership.
新华网沈阳11月14日电 (记者 孙仁斌)记者14日从辽宁省环保厅获悉，辽宁目前机动车保有量已近700万辆，为有效应对尾气污染，从12月1日起，全省将施行《机动车污染防治条例》，各地市政府将根据汽车污染物排放情况，合理控制本区域内机动车保有量。
辽宁省环保厅副巡视员吕家立表示，目前辽宁省机动车保有量近700万辆，并以每年15%－20%的速度增长。由机动车产生的氮氧化物排放量已经占到全省氮氧化物排放总量的三分之一，机动车排气污染已经成为影响城市环境空气质量的重要因素。
由辽宁省人大常委会审议通过的《机动车污染防治条例》规定，全省各市县应当在城乡规划、交通建设等方面体现机动车污染防治的要求，优先发展绿色交通，改善道路通行条件，鼓励公众选择对环境无污染的出行方式，控制机动车污染物排放总量。各地市人民政府应当根据城乡规划和机动车污染物排放总量情况，合理控制本行政区域的机动车保有量。
