中纪委“全覆盖”：向中央党务部门派驻纪检机构

引人注目的是，会议公布的信息称：中央纪委“要立足当前、着眼长远，研究制定纪律检查工作双重领导体制具体化、程序化、制度化的意见，注重制度设计的细节”。
同时，“制定全面落实中央纪委向中央一级党和国家机关派驻纪检机构的指导意见。与时俱进地修订《中国共产党巡视工作条例(试行)》，改进中央和省区市巡视制度，做到对地方、部门、企事业单位全覆盖。”
具体化“纪检双重领导制”
纪律检查工作双重领导体制，是指中国共产党的地方各级纪律检查委员会和基层纪律检查委员会在同级党的委员会和上级纪律检查委员会双重领导下进行工作。
在中国共产党历史上，纪检工作领导体制，大致经历过“三个阶段”的演变过程：第一阶段“与同级党委大致平行”，即纪委对党的代表大会负责，这主要是在1949年之前；第二阶段，“党委单一领导体制”，时间大致在1949年至1982年之间；第三阶段，为“双重领导体制”，1982年9月6日，中共十二大通过的《中国共产党章程》中规定，“党的地方各级纪律检查委员会和基层纪律检查委员会在同级党的委员会和上级纪律检查委员会双重领导下进行工作”，这一原则延续至今。
湖南省纪委一位官员对《21世纪经济报道》记者介绍，《党章》对于“纪检工作双重领导制”的规定是原则性的，缺乏配套的制度予以具体细化，比如究竟是什么事项，是以同级党委领导为主，什么事项，是以上级纪委领导为主。
这位官员称，就他的工作体会而言，这些年，在纪检人事问题上，是以同级党委领导为主；而业务工作中，则由中央纪委为主，“比如省纪委的常委人选，由同级党委提名，并基本可以决定，当然还需要报中央纪委批准；而反腐工作的重点，如加强党风廉政建设、落实八项规定，这就是由中央纪委直接部署下来”。
实际上，2003年12月，中共中央颁布实行的《中国共产党党内监督条例》(试行)，也规定，“党的地方和部门纪委、党组纪检组可以直接向上级纪委报告本地区、本系统、本单位发生的重大问题”，也是“双重领导制”的一种体现。
有接近中央纪委的人士则对本报记者称，在人事问题上，如最重要的省级纪委书记的产生，“双重领导制”的模糊性体现得比较突出。
如在2006年，省级党委换届，15个调整的纪委书记，有10个是来自外地或中央纪委。2011年年底至2012年6月，进行换届的29个省级党委中，由中央“空降”或异地迁任的省级纪委书记，有16人。
该人士表示，这表明一定程度上中央掌握了省级纪委书记的提名权和任命权，打破了过去由地方党委提名本地纪委书记的惯例。而此次中央纪委提出双重领导体制“具体化、程序化、制度化”，就是要将过去一些不成文的规定，予以成文；将过去职权划分不是很明确的地方，进行明确。
派驻机构将覆盖党务部门
对于派驻机构的事项，在党的十六大前夕，中央纪委开始实施派驻机构由中央纪委“直辖”的试点。
2002年10月底，中央纪委按照“调整职能、理顺关系、总结经验、有序推进”的要求，在当时的卫生部、国家工商行政管理总局进行派驻机构的试点工作；2003年8月，又在国家发改委等5个部门开展了派驻机构统一管理的扩大试点工作。
2003年12月，中共中央颁布实行的《中国共产党党内监督条例》(试行)，明确规定“纪委对派驻纪检组实行统一管理”。随后，中央纪委开始对派驻机构实行统一管理。
派驻机构实行统一管理后，原来由中央纪委和驻在部门党组双重领导改为由中央纪委直接领导，派驻机构的工作直接对中央纪委负责，重要情况和问题可以直接向中央纪委请示、报告，派驻机构也可以直接决定立案调查驻在部门有关干部的重要案件，派驻机构干部的考察考核、提拔任用则由中央纪委直接负责。
在2005年前后，当时的中央纪委共对外派驻机构56个，后经过数次政府机构改革，派驻机构也进行了新增或撤并。
2013年11月8日，中央纪委监察部对外发布其派驻机构及与其合署办公的内设机构纪检组组长(纪委书记)名单。通过这一名单，可知截至2013年10月14日(名单统计日)，中央纪委监察部对外派驻的纪检组，为51个。
这51个纪检组分布在：“两高”，即最高人民法院、最高人民检察院；47个“国务院组成部门、直属机构、办事机构、直属事业机构、直属特设机构”。
上述接近中央纪委的人士对本报记者表示，在中央一级党和国家机关，如组织部、宣传部、统战部，全国人大、全国政协等，虽然没有中央纪委监察部的派驻机构，但均有各自的纪检员，中直机关也设有专门的纪工委。
此次中央纪委常委会提出“制定全面落实中央纪委向中央一级党和国家机关派驻纪检机构的指导意见”，预示着中央纪委将向这些部门派驻专门的纪检机构。此前的2013年8月27日中央政治局会议上，也提出要“完善纪委派驻机构统一管理”。
应该指出的是，作为国务院组成部门的审计署，除对地方派出特派员办公室外，亦对中央一级党和国家机关派出了25个审计局，其中包括“宣传审计局”。
巡视工作全覆盖
巡视工作，中央巡视组，在今年一直是“高频词”、“热门词”。

十八大以来，中央政治局常委会在2013年的4月份、9月份，不到半年的时间里，两次听取审议巡视工作情况汇报。中央纪委书记王岐山先后6次主持召开中央巡视工作领导小组会议，两次在中央巡视工作动员会上发表讲话。
2013年6月，中共中央办公厅转发了《中央纪委中央组织部关于进一步加强巡视工作的意见》和中央巡视工作2013-2017年的五年工作规划。
2013年5月，中央向江西、湖北、内蒙古、贵州、重庆、中储粮、水利部、中国出版集团、中国进出口银行、中国人民大学，派出了10个巡视组。截至9月底，各巡视组已全部向被巡视单位反馈意见，问题线索移交中央纪委。
张军介绍说，第一轮巡视工作中，“中央巡视组发现了一批领导干部问题线索，对腐败分子、潜在的腐败分子确实形成了有力的震慑，圆满完成了中央交给的任务”。
他还具体提到了10月28号中央纪委立案调查的贵州省委常委、遵义市委书记廖少华案，说此案“就是巡视中发现的案件，移交给中央纪委后，中央纪委优先办理，也就是用了一个月左右的时间，决定立案采取调查措施”。
2013年10月，中央巡视组今年第二轮巡视共分10个组派出，分别对山西、吉林、安徽、湖南、广东、云南、新华社、国土资源部、商务部、三峡集团开展巡视。
张军表示，“对各省区直辖市、中央国家机关、中管企事业单位等按照规定都要进行巡视，这叫全覆盖，要通过全覆盖、不间断的巡视，达到不让有问题的人心存侥幸，不让腐败分子有立足之地。”
上述接近中央纪委的人士则对本报记者表示，实际上目前中央部门就有98个，内地各省、直辖市、自治区有32个，央企113家，还有31所副部级高校，以及若干其他事业单位，以上总数可达到300家左右，“以目前每年20个巡视组的规模，需要十几年的时间，才能巡视完一遍；各省市自己的巡视中，也存在类似的问题。显然，这不能满足‘全覆盖’的要求，所以提出要改进巡视制度。但具体做法，还有待细节的公布。”
