　　未接通报不能放行

　　只有公安部通报给边检部门，边检才能按照政策予以放行，否则那些单方面执行政策的国家不能算真正意义上的免签或落地签国家。首先，中国与相关国家进行双边或多边互免、免签谈判，然后外交部需要与相关国家达成谅解备忘录等协议，再将协议的相关情况通报给公安部。公安部根据此协议制定或与他国合作制定出境查验标准并通报给下属各边检总站、边检站执行。也就是说，如果边检部门没有收到公安部的通报，那么即使对方已经单方面执行免签或落地签政策，中国边检同样不能放行。

　　非法移民多致出境难

　　此外，“北京边检”解释了一直以来中国公民出境难的原因。首先，在特殊年代，国家对出境管制比较严格，各地公安出入境办证部门及边检机关缺乏为旅客服务的能力及态度；其次，相对于发达国家，中国人偷渡、非法居留、不文明行为较多，是移民输出以及非法移民输出大国，各国移民部门曾多次要求中国边检部门加大打击非法出入境力度。
