　　市监局回应“超高会议费”问题

　　市监局因2012年财政预算审计中被发现会议费达2990万元，超预算支出850 .66万元而备受关注。

　　昨日，该局就此回应，之所以超预算支出，一是当年新划入职能导致会议费增加；二是新增重点及临时工作；三是预算之外承办上级交办的会议。

　　至于会议费的用途，市监局称，“主要用于参会人员的住宿费、伙食费、会议场地租赁费、会议材料印刷费等。全国性会议还包括接送会议代表临时租车费。”尽管其中有伙食费，但市监局表示，“严格按照相关财政账务处理原则进行会计核算”，三公经费未与会议费交叉核算。

　　市监局表示，该局已按中央“八项规定”要求，对会议费开支作了严格规定：一是减少会议安排，提高会议质量。严格控制会议活动，能不开的不开，内容相近的合并召开，参加人员相同的套开；严格控制会议活动，原则上会议控制在1天以内；二是严控会议地点，压缩会议经费，一般性的会议原则上在内部会议室召开，确需外出召开的全市性会议，需到财政定点酒店召开；会场不摆花草、水果，不张贴悬挂条幅，市内酒店召开的会议原则上不安排住宿，会议用餐实行自助餐，提倡文明会风。

　　一年开会花掉近3000万元，市监局称原因有四：一是该局是大部制单位，承担工商行政管理、质量技术管理、知识产权管理、食品安全监管、价格检查等职能，实行三级垂直管理，业务点多、面广、线长，“需要召开的会议也较多，统筹、协调、研究的系统性问题较多”；二是承办全国性会议较多，如国家质检总局全国质量工作会议、全国手机整治现场会、全国质量合作联席会等；三是召开专项性会议较多，如标准化战略资金资助评审会、知识产权资助评审会、市长质量奖评审会等；四是参加上级部门的会议较多，如参加全国质检系统执法工作会议、全国质量示范省(市)创建工作部署会议、价格检查与反垄断工作会议等。全年会议费占项目经费开支比重为2.3%。

　　两部门至今仍未发布三公数据 市交警局三公创新高总额6415.48万元

　　市公安局此前以5495.35万元的三公经费总额暂时位列榜首，然而昨日交警局发布数据，以6415.48万元的总额刷新纪录。尽管位居榜首，但这比该局2011年三公经费决算数6590 .38万元仍有所下降，但比其2012年三公经费预算数5920 .4万元高出近500万元。其中主要花费项目为公车购置和维护(6319万元)。

　　交警局解释，该局三公经费涉及的单位有19个，包括局机关、车管所、各区大队和驾驶员考试训练场等。共有汽车993辆，摩托车1524辆，数量庞大。燃油及修理支出费用5172.53万元，另有保险费用1146.49万元。交警局称，2013年预算将大幅压缩公车费用，三公费用总额将比2012年实际支出减少953.44万元。

　　由于部门三公费用的发布过程“静悄悄”，记者目前仍无法获知今年三公经费公布的部门总数以及截止日期。尽管此前有部门称是政府统一安排，但今年的发布流程并不统一。目前，在政府在线发布信息的仅有35家。国资委昨日表示，该局11月8日已在部门网站发布信息，但未上政府在线。政府采购中心、投资推广署两部门至今仍未发布三公数据，在追访之下也未说明原因。
