党的十八届三中全会提出，要切实转变政府职能，改进社会治理方式，激发社会组织活力。本市拟在近期再取消、下放100余项审批事项，重点涉及三个方面，包括企事业单位、社会组织经营和业务活动；个人资质、机构的许可和认定；以及投资项目的行政审批事项。市编办负责人透露，今天市政府将召开专题会议对此进行审定。部分市人大代表昨天参加了“简化行政审批，提高工作效率”专题视察活动，针对审批事项的流程、精简、监督等问题进行座谈。
市级审批事项将缩至千项以内
市编办相关负责人介绍，2000年以来，本市对市级行政审批事项进行了五轮清理。今年8月完成了初步清理，共取消和下放246项审批事项。此后，市政府要求继续精简工作，尽最大可能取消和下放行政审批权。目前，市编办、市政府法制办正在对市级部门保留的审批事项进行核实甄别，已形成进一步取消、下放、调整审批事项的初步意见，拟在近期再取消、下放100余项审批事项。
以建设投资项目审批为例，原来从项目立项到核发施工许可，涉及10多个部门，经历80多个环节，历时300多个工作日，改革后减少为50多个环节，审批时限平均压缩到109个工作日。其中，企业最关心的通过“招拍挂”取得土地开发权的审批流程提速最为明显，只需83个工作日。
预计明年6月底将完成在朝阳、海淀、丰台、通州、大兴5区进行的优化流程试点工作。该负责人表示，再取消100余项后，保留的市级审批事项将在1000项以内，下一步还将对保留的事项进一步进行确认。
草根社团有望放开注册资金要求
截至今年10月底，本市现有社会组织共计8380个。市民政局相关负责人透露，本市已对行业协会商会类、科技类、公益慈善类、城乡社区服务类“四类组织”实行民政部门直接登记，取消了这四类组织成立登记需要业务主管单位前置审批的事项。未来，市民政局将出台相关意见，进一步提高社会组织登记服务水平。
该负责人表示，即将出台的意见有望涉及几方面内容，比如：非公募基金会和异地商会登记管理权限下放到区县登记管理机关；取消对社会团体分支(代表)机构、基金会分支机构的审批登记，不再颁发相关登记证书和印章，实行自主设立、自负责任；允许行业协会进行整合重组，适度竞争，优胜劣汰，允许同一行业按照产业链各个环节、产品分类、经营方式和服务类型设立行业协会。此外，还将降低社区社会组织的登记门槛，推动一批运作规范、规模较大的社区社会组织由备案向登记转变。这意味着，“纯草根”类的社区社会组织的审批门槛或将降低，可能会突破现行条例，比如放开注册资金和注册场所等硬性要求。
此外，下一步本市将试点将社会组织的变更类审批事项由登记窗口一线工作人员直接办理，取消后续的审批环节，例如变更办公地址、注册资金等。
