  其中一条为蒙西到华中煤运专线,发改委旗下中国国际工程咨询公司的一位专家对《21世纪经济报道》记者表示,该线路的资金其实都没有问题,但主要卡在运营权之争上,铁总方面想让沿线的铁路局委托运营,以便协调该线路和东西交叉线路之间的清算、互通。而发改委和以各大央企为主的其他股东则坚持要实行该线路的自主经营,原因是铁路局委托运营导致账目不清且公司部分丧失了线路的调配权。“估计得等经营权之争最终由更高层面拍板后,该线路才能顺利开工。”该专家表示。


  另一条则为北京到沈阳的客专,该线路迟迟未开工源于环评的几经周折,前不久秦沈客专的最新环评书终于得到环保部门的批准,不过仍有部分在北京始发站附近的小区居民不满环评和线路设置,“现在项目的审批和开工都需要经过一个社会稳定影响的评估,估计得等到把这些民众的问题解决之后,京沈才能顺利开工。”接近铁总的上述消息人士称。
