《法制晚报》记者日前在黑龙江调查了解到，今年7月23日，当地一名副省级待遇干部付晓光带领亲属前往镜泊湖风景区旅游，该景区所属的东京城林业局党委书记及局长在景区鹿苑岛宾馆公款宴请。据宾馆经理介绍，他们吃了镜泊湖里的鱼，喝了当地产的"小烧"(一种高度数白酒)。7月24日早，东京城林业局党委书记被发现在宾馆房间内死亡。
11月9日，中央电视台《新闻联播》报道了黑龙江一名享受副省级待遇的干部喝酒致陪酒人死亡的消息，并公布了对这名干部的处理结果：留党察看一年、行政降级处分。
职工讲述 林业局书记“喝死了”
东京城林业局是一个隶属于黑龙江省森林工业总局的处级单位，主要负责黑龙江省牡丹江地区的林业保护及相关事务。该局拥有5万多名职工和家属，家属区和林业局各单位的办公区都建设在了一起，形成了一个小型的社区。
今年8月19日，记者来到东京城林业局所在的东京城镇，对发生在这里的林业局领导陪酒死亡事件进行调查。
根据记者事先获得的线索，因陪酒死亡的死者生前是东京城林业局的党委书记，名叫孟庆安。
《法制晚报》记者向林业局的多个部门求证，得到的答复都是"孟书记已经不在了(死亡)。"但对于孟书记是怎么死的，这些部门都没有给出正面答复。
其中东京城林业局办公室的一名工作人员回答得比较具体："孟书记参加接待任务，酒后心脏病发去世的。"
记者在东京城林业局的职工中间进行采访时发现，关于孟书记的死因，多名职工对记者说是"喝死了"，这些林业局的职工不但说出了孟庆安死亡的时间，还说出了他死亡的地点：镜泊湖风景区鹿苑岛宾馆。
局长回忆 与被接待者事先不认识
8月20日，记者在东京城林业局见到了该局局长孙书功。
孙局长介绍，当时他和孟庆安书记接待的客人是黑龙江省原副省长付晓光，跟随付晓光的有包括他哥哥在内的6名随行人员。
公开资料显示，1952年出生的付晓光2003年起担任黑龙江省副省长，2004年10月辞职。2010年，付晓光出任黑龙江省乒乓球联合会主席，副省级待遇。2012年起，付晓光担任了黑龙江亚布力旅游区开发指挥部的副总指挥，副省级待遇。
孙局长介绍，他事先不认识付晓光，是接到通知让接待的。孙局长说："吃饭是在我们林业局的鹿苑岛宾馆，就在风景区内。当时付晓光是带着两辆车来的，我和孟书记陪着一起吃的饭。席间喝酒了，孟书记喝了多少我不清楚。因为有事情，吃完饭后我并没有在宾馆住，是孟书记陪着付晓光在宾馆住的。"
根据孙局长回忆，他是第二天，也就是7月24日一早接到的鹿苑岛宾馆经理的电话，才知道孟书记出事(死亡)了，他立即赶到宾馆。与他同期到达的还有当地林业公安机关的警察，而急救车早于孙局长之前已经到达。
"心脏病死的！"孙局长告诉记者，孟庆安本来就患有很严重的心脏病，出事前孟庆安还曾经在办公室发过一次病。
在被问及是否是公款接待并宴请的付晓光时，孙书功回答："是的。"
孙书功还告诉记者，东京城林业局已经于事发之后向黑龙江省森工总局上报，准备给孟庆安申报"工亡"(工伤死亡)，正等待着黑龙江省森工总局的批复。
链接中央开展反“四风”专项整治行动
据新华社11月4日报道，中央党的群众路线教育实践活动领导小组印发《关于开展"四风"突出问题专项整治和加强制度建设的通知》。
《通知》指出，整治公款送礼、公款吃喝、奢侈浪费，严禁在公务活动中赠送或接受礼品、礼金和各种有价证券、支付凭证，严禁用公款大吃大喝或安排与公务无关的宴请，坚决制止豪华铺张办晚会现象，坚决纠正境外招商入住豪华酒店等问题。
"四风"问题指的是：形式主义、官僚主义、享乐主义和奢靡之风。
八项规定(部分要求)
2012年12月，中央出台"八项规定"，其中要求领导干部要改进调查研究，到基层调研要深入了解真实情况，总结经验、研究问题、解决困难、指导工作，向群众学习、向实践学习，多同群众座谈，多同干部谈心，多商量讨论，多解剖典型，多到困难和矛盾集中、群众意见多的地方去，切忌走过场、搞形式主义；要轻车简从、减少陪同、简化接待，不张贴悬挂标语横幅，不安排群众迎送，不铺设迎宾地毯，不摆放花草，不安排宴请。
宾馆探访 林业局书记度假村内酒后死亡
镜泊湖是火山喷发后留下的一个高山堰塞湖，是闻名中外的国家级风景区。东京城林业局的鹿苑岛宾馆就坐落在镜泊湖的岸边。
8月20日，在东京城林业局一名副局长的带领下，记者来到了鹿苑岛宾馆，这是一个由多栋建筑共同组成的度假酒店，其中还有多栋独栋的别墅。
鹿苑岛宾馆的马经理向记者讲述了更为详细的事发经过：“那天晚上我值班，孟书记这桌的菜是我安排的，主要吃的是镜泊湖里的鱼，酒喝的是我们地产的小烧(一种度数极高的烈性白酒)。饭钱是局里出，这种接待绝对不会是个人出钱的。”
当被问及当天晚宴一共喝了多少白酒时，马经理思索了一下说：“到底喝了多少我不知道，不过那天的酒是用水壶上的。”
马经理指了一下桌子上的小型水壶说：“就是这种壶上的。”记者看到，那是一种铝制的水壶，一般用于给客人装茶水。
根据马经理介绍，当天孟庆安喝完酒后被安排到了宾馆二楼的一个套间休息，其间孟书记还和马经理等人聊了几句天。
“第二天早上，客人(付晓光)都已经在餐厅等着吃早饭了，但孟书记就是没来。我们的一个值班人员去孟书记的房间看，敲门也没人应，只好用房卡开了门，结果发现孟书记身体都已经凉了。”马经理说。
在马经理的带领下，记者来到孟庆安书记曾经喝酒的包房，那是一个可以看到湖景的包房，能够同时容纳十多人就餐，就在宾馆的一栋接待楼的一层。
孟庆安死亡的房间在接待楼的二层，那是一个套房，两个房间都可以看到湖面上的景色。孟庆安死亡的那张大床上的寝具已经被撤下，只有一张床垫还在。
陪同的酒店工作人员说，自从孟庆安出事后，这个房间一直没人住过。
上级单位 宾馆内死亡不认定“视同工亡”
公款吃喝接待酒后死亡，真的可以申报为“工亡”(工伤死亡)吗？带着这个疑问，记者于8月21日来到了黑龙江省森工总局。
森工总局党委宣传部的一名张姓干部接待了记者，并且详细地听取了记者采访的经过和疑问。随后该名干部表示曾经听说过此事，会立即向有关部门过问结果。
8月23日，黑龙江省森工总局作出书面说明：不予认定孟庆安“视同工亡”。
在这份落款为“黑龙江省森工总局劳动和社会保障局”的文件中，是这样介绍事情发生经过和处理过程的：2013年7月24日，东京城林业局电话申报孟庆安视同工亡后，黑龙江省森工总局劳动和社会保障局及黑龙江省森工林区社会保险事业管理局派人前去调查了解情况。
经核查，该人是7月24日在东京城林业局鹿苑岛宾馆死亡。根据《工伤保险条例》第十五条第一款规定，在工作时间和工作岗位，突发疾病死亡或48小时之内经抢救无效死亡的，可视同工亡。根据上述条款，该人不在工作时间、工作岗位突发疾病死亡，不能认定为视同工亡。
说明称：同时，东京城林业局也未申报该人视同工亡的申请。所以，总局劳动保障局没有认定孟庆安视同工亡，更没有进行过该人视同工亡的审批。
此外，对于付晓光的情况，11月10日，记者再次致电黑龙江省森工总局党委宣传部，曾经接待过记者的那名张姓干部回答了记者的提问。
张姓干部告诉记者，有关部门已经对付晓光的行为作出了处理。
