　　央广网北京11月15日消息 据新华视点消息，《中共中央关于全面深化改革若干重大问题的决定》今天(15日)全文播发。《决定》于2013年11月12日中国共产党第十八届中央委员会第三次全体会议通过，共分十六项60条。

　　《决定》中提出，建立城乡统一的建设用地市场。在符合规划和用途管制前提下，允许农村集体经营性建设用地出让、租赁、入股，实行与国有土地同等入市、同权同价。缩小征地范围，规范征地程序，完善对被征地农民合理、规范、多元保障机制。
