“乌龙指”构成内幕交易证监会开出罚单早盘股价不跌反涨--
本报讯 (记者王思思) 因“乌龙指事件”被定性为内幕交易，昨日光大证券收到证监会《行政处罚决定书》，处罚金额高达5.23亿元。
光大证券昨晚发布公告称，11月14日，公司收到证监会《行政处罚决定书》。该决定书指出，依据《中华人民共和国证券法》和《期货交易管理条例》的有关规定，证监会对光大证券内幕交易违法行为进行了立案调查、审理，本案现已调查、审理终结。
经查明，“光大证券在进行ETF套利交易时，因程序错误，其所使用的策略交易系统以234亿元的巨量资金申购180ETF成份股，实际成交72.7亿元”为内幕信息，光大证券于8月16日下午将所持股票转换为180ETF、50ETF并卖出的行为，和2013年8月16日下午卖出股指期货空头合约IF1309、IF1312共计6240张的行为，构成内幕交易行为。
证监会决定，没收光大证券ETF及股指期货内幕交易违法所得，并处以违法所得5倍的罚款，两项合计5.23亿元。同时对直接负责的主管人员徐浩明、杨赤忠、沈诗光、杨剑波各罚款60万元，终身证券市场禁入及期货市场禁入。时任光大证券董事会秘书梅键因存在信息误导行为，被处以20万元罚款。
早盘光大股价逆势上涨，开盘为8.49元，不足半个小时就上涨至8.74元，涨幅达2.47%。对此，中信建投分析师刘杨认为，昨晚证监会公布罚单给乌龙指事件画上了一个句号，"利空出尽就是利好，受乌龙指影响，光大近几个月的股价一直下跌，昨天甚至跌到了8.41元，是近四年来的最低点，随着处罚结果公布，未来光大的股票有望触底反弹。"
