中新网11月15日电 三中全会公报提及深化党的建设制度改革。香港《大公报》援引多位党建专家观点表示，中共是改革开放的领导核心，加强党建改革，提升执政能力，是全面深化改革的重要保证，未来党建改革的重点是干部人事制度改革。
中央党校教授谢春涛表示，一切改革和工作进行都是由党来领导的，因此党建制度改革对于全局改革起到的是决定性的作用，或者说是基础和前提，其重要性怎么强调都不为过。
谢春涛指出，党建改革内容牵涉很广，重点应该是要深化干部人事制度改革，包括干部选拔任用、监督管理、政绩考核等方面。今年6月底习近平在全国组织工作会议上强调，建设一支宏大高素质干部队伍，这将确保党始终成为坚强领导核心，充分发挥党总揽全局、协调各方的领导核心作用，提高党的领导水平和执政能力。
中央党校党建教研部教授张希贤指出，三中全会强调制度建设，用制度管权管事管人，让人民监督权力。未来的改革方向应该制度化和法制化，国家应该保证公民享有监督权力的多种实践途径，网上人大监督、群众来信来访监督、网络监督等等。
国家行政学院教授许耀桐指出，这次三中全会非常强调制度建设。就是要在规范权力运行上下功夫、做文章，把权力关在制度的笼子里。只有通过制度反腐，才能建立常态化、科学化的反腐体系。加强党的先进性和纯洁性建设，也要靠相应的制度，使党的领导更坚强有力。
