今年7月11日，浙江省碧剑律师事务所律师吴有水向全国31个省级卫生和计划生育委员会、财政厅(局)申请政府信息公开，要求公开2012年度的社会抚养费总额、预算、开支以及审计情况等信息。但在一个月的法定答复期内，吴有水只收到12个省份的书面答复；有19个省级计生委、12个省级财政厅在法定期限没有答复。
之后，吴有水向上级部门申请行政复议，陆续又收到一些省的回复。11月1日，国家卫计委在官方网站上公布行政复议审理结果，海南省是7个未作出政府信息公开答复的省份之一，并因此被责令限期答复。
检索公开报道可以发现，海南省计生委对吴有水的申请没有给予任何答复，海南省财政厅仅向吴有水提供了2012年度抚养费征收总额2498万元这一信息，并向其解释称：“因为省计生委本级预算未安排社会抚养费相关开支的预算，需要对数据加工才能得到相关数据，所以不便向你提供2012年海南省社会抚养费预算情况、实际开支情况、以及使用情况的审计报告等相关数据。”
海南省计生委为什么不答复吴有水？黄学栩称，自吴有水申请政府信息公开以来，省计生委就一直在调查和统计相关情况；没有答复吴有水是因为尚未统计出相关结果，需要等待省计生委得出相关结果后才能予以答复。
按照《行政复议法》的规定，海南省计生委需要在15个工作日内答复，眼看临近国家卫计委责令的最后法定答复期限，省计生委什么时候才能完成调查并给予答复？黄书栩表示，这需要等待省计生委的调查处理，假如在期限内无法完成调查、无法得出相关结果，那也只能延期答复。
在海南省计生委官方网站首页的“站内搜索”栏输入“社会抚养费”进行检索，其显示的结果为零，该网站没有显示任何关于社会抚养费的信息。
在海南省财政厅，办公室主任科员吴晓姗对记者说，因为社会抚养费由市县一级计生部门征收，由同级财政部门支配，省本级财政部门没有具体管理社会抚养费，因此不清楚社会抚养费的征收、预算、开支及审计情况。假如想详细了解社会抚养费的情况，需要到市县一级的计生部门和财政部门了解。
为何海南省财政厅只能答复吴有水2012年度社会抚养费的征收总额情况？
据海南省财政厅非税处主任科员王叶介绍，财政部门内部有一个“非税收入征管系统”，当市县计生和财政部门完成一笔社会抚养费的征收管理流程后，该笔抚养费的金额会录入系统，从而构成整个年度征收总额的一部分。但非税收入征管系统仅记录社会抚养费的征收总额，不记录具体的预算、开支和审计情况，所以省财政厅只掌握征收总额的情况，不清楚具体的情况。
因此，海南省财政厅只答复吴有水关于社会抚养费征收总额的情况，无法答复预算、开支及审计情况。
中国青年报记者在国家财政部的官方网站未能检索到对吴有水几个月前的行政复议作出的相关决定，吴晓姗和王叶均表示不清楚吴有水提出行政复议的事情，也不清楚国家财政部是否下发通知要求省财政厅限期答复吴有水。
