  中共十八届三中全会决定深化改革,更广被视为乃三十多年前启动改革之后再上征途,为新一轮改革掀开了帷幕。为了保证完成这件重大任务和达致总目标,还决定成立中央的全面深化改革领导小组,负责改革的总体设计、统筹协调、整体推进和督促落实等各项工作。相信对推动新改革会有巨大助力,在实际施政时更可起关键作用。


  在中央之下的一些专门工作领导小组如中央财经领导小组等,都会由改革领导小组统筹及引导,使之既能涵盖各重点领域,又可强化对其直接领导。此外,各省市及自治区均将要设立地方的小组,使之能与中央的小组配合以推动地方的相关工作。


  回顾上个世纪八十年代初改革启动初期,中央便设立了专门领导改革的机构,就是国家经济体制改革委员会(简称体改委),并由总理出任主任。新的小组看来将担负类似功能但层次更高,故更具权威性,也充分反映中央对推动改革的决心和高度重视。


  新一轮改革强调全面规划和顶层设计,故配置顶层机构统筹全局至为必要。近年一些改革及调控政策,在落实中效果未如理想,多少与缺乏顶层设计有关。这一方面造成了有关措施的零碎断续,如挤牙膏式的出台而首尾失顾,另一方面又造成了各部各级政府各师各法,官员们各说各话,令社会无所适从且易失信心。由于深层改革每涉及多个领域和多方利益,关系盘根错节复杂异常,更须高层机构全面统筹和平衡各方要求。


  当然,中央有了全面深化改革领导小组后,还需要能发挥高效的引导功能。首要任务是端正改革的基本理论指引,从而确立科学客观、符合国情的大目标及大方向。新一轮改革务必承先启后,既须延续之前改革的一些大原则主路向,但同时又必须有新思维新策略,正如习近平在三中全会前与党外人士座谈时指出,必须要有新筹划新举措。当然新不能为新而新,而必须符合新形势需要且有针对性。


  新一轮改革所面对的国内外形势,无疑与八十年代初期改革启动时大异,改革所面对的需要及制约因素也很不同,是故推出新筹划新举措实无可避免。


  现时国内的经济水平已比当年大为提升,市场经济框架已初步建立,不少旧的障碍及问题已得到解决,但却又面临新的一批问题,如贫富悬殊,官僚歪风,社会经济更多元化,民众对民生及政府的要求、期望更多,和人口老化等。


  在国际上又适值新旧秩序交替风云多变的时刻,但外围虽更不稳定,却也给中国带来更多机遇。显然,新一轮改革必须能切实地应对上述的新形势,并有助缓解新问题。


  总之,创新乃关键所在。改革每个阶段都要攻坚:旧“坚”攻破新“坚”又来。同样每个阶段都要“摸?石头过河”:旧的路径摸清后,新的前路又待探索。过去中国搞市场化改革,每以西方先进资本主义经济体系为师,但在金融海啸后这些体系已显得百孔千疮,中国更要凭自主创新开拓出路,同时要注意吸取西方的负面教训。幸而充满创造力的中国人民,在中共中央的正确领导下,必可克服前路中的曲折,再创新猷再现奇迹。
