中国青年报记者实地调查发现，被举报的官员子女大多是在近三年进入行政或事业单位，且此前没有参加现单位对应岗位的省、市、县统一招考。他们进入现单位，大多是通过工作调动。
江永县委某核心部门一位不愿公开身份的人士告诉记者，网帖所提及的现象在2007年前后开始出现，湖南省及永州市曾多次派人进行调查，但最后都没有结果。
“事情不是我们想象得那么简单。这些子女都是‘绕个弯’调过来的，如果调查组深挖，应该会推翻原来调查的一些结论，因为事情的根源在他们是怎么获得‘原单位’的那份工作。”这位人士称，此间存在一些不便公开的行为。

不愿详谈的外地任职经历

这名官员称，印象中聂嫔没有在回龙圩管理区农业局工作过。在回龙圩管理区，农业局及邻近办公室的多名工作人员也对记者否认聂嫔曾在此工作。
对于原单位是否为回龙圩管理区农业局的问题，聂嫔没有作出回应。
同在举报名单中的黄昊，比聂嫔年长一些。江永县卫生局多位人士证实，黄昊2003年毕业于湘潭农业学校，大约2010年8月起在县卫生局下辖的卫生监督所工作过一段时间，“他不是考进去的，而是临时的聘用人员”。
记者注意到，黄昊的母亲黎锦秀，从2002年起担任江永县副县长，分管的工作领域包括卫生系统。

江永县民政局另一名被举报的官员亲属是李道乾。据悉，李道乾是县委正处级干部李太福的侄儿，而非网帖所称的李太福之子。
对于网帖提及他由“回龙圩管理区社保中心”调入的说法，李道乾告诉记者，他于2007年至2012年在该区工作，“负责人社这一方面，就是保险之类的”。
不过，当记者表示希望其说出社保中心几位同事的名字，李道乾随即称电话“没声音”。
此前，回龙圩管理区社保中心多位工作人员向记者表示“不认识李道乾”。李道乾现单位的一位同事则称，聊天时李道乾曾透露回龙圩的经历是虚假的。
记者从江永县多位干部处获悉，除了一些人员从外地调回本县，还有部分官员子女的仕途是从江永县其他单位开始的，一两年后，再被调进行政或事业单位。这其中，包括县人大正处级干部唐涌之子唐昊、县纪委原副书记蒋事勇之子蒋琨。
“我在民爆公司工作了有两年多。”唐昊告诉记者，2008年，他通过考试进入永州市民用爆破器材江永分公司，负责仓务管理，“这是物资办下面管理的一个公司。”
多位知情人则透露，蒋琨曾经在江永县新华书店工作了一段时间，2012年正式通过新华书店的全省统一招考。
被调入行政或事业单位
唐昊向中国青年报记者确认，2010年，他从“物资办下面经管的”民爆公司，调到了江永县物资办。他承认自己当时没有参加招考。
2012年4月，唐昊进入县物资办两年后，在县委办公室印发的干部通讯录中，他的职务是“办公室主任”。
蒋琨则在2013年进入江永县发改委重点办工作。发改委一位副主任称，蒋琨目前是一名会计。

黄昊、李道乾在2012年同时成为了县民政局的新员工。现在，黄昊是婚姻登记员，李道乾的岗位，在与县民政局同一栋楼的社会救济局。

聂嫔不愿透露自己进入县生态能源局的时间。与她同办公室的一位工作人员称，聂嫔是在2010年前后来的，现在聂嫔“分管办公室”。
记者发现，在2012年4月印发的干部通讯录中，与唐昊一样，此时聂嫔的职务已是“办公室主任”。
同样在进入行政单位一两年内即任办公室主任的，还有县人防办的一名唐姓女生。据悉，她毕业于长沙一所女子高校旅游管理专业，父亲是县人大干部。
记者从上述县领导子女的多位上司处获悉，他们的编制均为事业编制。
“听说有县领导子女安排进来，心里肯定不舒服。”江永县某局一位副局长说，在局里开会之前，他对人员调入一事并不知情，“凭什么县领导子女可以安排，我的子女不能安排？老百姓的子女不能安排？”
“有时很想批评，但考虑到对方是县领导的子女，所以没有开口。”某位官员子女的上司称，有几次，县纠风办查岗时发现这位“特殊的员工”没有在岗。
不过，并非所有上司都对这些官员子女感到不满。江永县民政局一位张姓副书记告诉记者，黄昊的日常工作表现“很不错”，“对来登记结婚的对象态度很好”。

多位江永县官员告诉记者，回龙圩管理区原是江永县下辖的回龙圩农场，后来升格为县级单位，因此，有不少干部与江永县关系密切。
记者在采访中获悉，被举报人的“原单位”，除了回龙圩管理区，还包括永州市新田县、冷水滩区等地。
包括熊国剑在内的江永县多个单位的负责人表示，江永县并不大，某某县领导子女是怎么长大的、有没有去外地工作，大家心里大多都清楚。
“退一步说，即使这些县领导子女的确通过正常渠道进入外县的单位，那么，为何他们可以轻易地调回江永县？是不是因为他们是县领导子女？”熊国剑说，比如，他有一位亲属在外地一家国企工作，如果想调回江永县行政或事业单位，“比登天还难”。

记者从核心渠道获悉，为响应这次行动，江永县成立了以纪委书记为组长的工作小组，目前，小组的工作重点是整治吃空饷等问题，暂时没有整治违规进人的实际行动。“现在下发了表格，让大家自查自纠，然后再上交给小组。”
“其实，工作组的成员中也有被举报违规安排子女工作的。但还没有被证实。”当地多位官员透露。
11月14日晚，就在记者发稿前，黄昊接受了中国青年报记者电话采访。他称，这些问题真的不好回答，“我这样回答你，你也会去调查的，都是一样的，没必要去做这些重复的事情。”
“有些事情是父母，呃，就是说，这样去，我们，办理的。”他吞吞吐吐地说，“我不是特别清楚一些细节，你知道吗？我说我不知道，也不特别现实，其实我真的不知道。”
黄昊随后解释称，他的意思是父母会更清楚一些人事程序，不是代其办理。“我不太管事、懂事，可能他们就帮我记了一下，从哪里调到哪里。”
提及是否有参加招考时，他称“我不知道怎么回答”“要不你就去问我们单位领导吧”。记者问他原来在哪个单位，他称：“我要去查一下我们的人事档案，看人事部门认定的是在哪个单位就是哪个单位。”
当被问及人事调动时是否因为父母是县干部而更宽松时，黄昊表示“不好说”，“应该不存在”。
为何被举报的官员及子女大多不愿就此事作出回应？究竟是举报失实，是事关隐私，还是另有隐情？本报将继续关注此事进展。
