过去3个月，可以说是中国的“公审季”，公开开庭审理不仅成为办案机关主动接受公众监督的一种形式，也被有些地区作为一种教育模本。无论是打“苍蝇”还是打“老虎”，目的都是惩戒，惩既往，戒来者。四川绵阳华明受贿案，就是其中的一个实例。“高危”岗位的科级干部受审，市委书记等150多名干部齐聚法庭，接受“教育”。
庭审现场直击
距开庭还不到十分钟，年轻的女书记员有点儿紧张，双手持着“法庭纪律”，小声诵读着，进行最后一遍排练。
10月19日上午，绵阳市中级人民法院第二十一审判庭里，华明受贿案一审公开审理。被告人华明系市政府采购中心原副主任，于今年6月被市纪委“两规”，后移交三台县人民检察院立案，侦查终结后于9月底起诉至三台县人民法院。
绵阳市委书记罗强携市四大班子，全市党政干部150余人，早早来到庭审现场，共同旁听这场公审。

如对于公诉人指控的60多万元人民币的受贿额，华明多次辩称，专门为别人办事收的钱，只有3万。
受贿的金额认定是控辩双方争议的焦点。他的辩护律师任小军也以“熟人关系”这个辩护策略来辩护。
合议庭并没有采纳辩护人的意见，当庭宣判华明有期徒刑五年。华明被询问是否上诉，他迟疑了一下，用很微弱的声音回答：“我还要考虑一下。”

市委书记带干部进法庭受教育
法庭里，绵阳市委书记罗强坐在旁听席左侧前排，专注聆听着庭上的激辩。偶尔，他会跟旁边的人低语几句。

他表示，绵阳在廉政教育上一直抓得很紧，这一次由市委牵头，将全市党政干部、特别是高危岗位的主要领导拉入法庭旁听华明案，让他们直观感受腐败者接受司法审判的场景，更具警示教育作用。
“我们要求领导干部不仅要把事情办好，手还要干净。”罗强在采访中强调。
距下午开庭还有四十分钟，绵阳市经信委的纪检干部何先生已经早早来到审判庭，坐在了最前排。他告诉廉政瞭望记者，“以前至多开开会接受一些廉政教育，或者去参观监狱，而这种庄严的‘零距离’庭审体验，更加直观和震撼。”
绵阳市国土资源局局长陈立也是旁听席上的一员。庭审后，他想在国土资源局召开一个会，传达一下今天的庭审情况，让没来的人都受受教育。
当地一些国企人士也参加了旁听。绵阳投资控股有限公司行政管理中心总经理汤勇对记者说：“这是我第一次旁听受贿官员的庭审，印象比较深刻。本来我们公司只有一个旁听的名额，后来多争取到两个，因为感觉这是一个很难得的机会。”
“法庭辩论越激烈，纪委压力越大”
今年1～9月，绵阳市纪检监察机关发力“治标”，查处违反政治纪律、贪污受贿、失职渎职等重点案件181件，追缴违纪金额3100余万元，处理县处级干部14人，其中包括市委原副秘书长李正夺、游仙区经济开发区原副主任张小平等。
谈及为何要选中受贿金额仅约70万元的华明案时，绵阳市委常委、市纪委书记杨娟认为：“华明所在岗位特殊，政府采购是个敏感区域，直接和人、财、物打交道，许多干部、商人都和他有过接触，选他的案子作旁听警示，‘身边人身边事’，更具意义。”
她透露，针对某些极具代表性的公职人员犯罪案件，如易腐岗位犯罪，接触面广的职务犯罪，绵阳会相继举行公开庭审。
3天之后，绵阳师范学院基建与规划发展处原处长李天东受贿一案于绵阳中院开庭，在市长林书成的带引下，300多名党政干部聆听了审判。
不过，公开审理腐败案件，让参与办案的纪委，也更加感受到压力。
杨娟从头至尾旁听了这场庭审。在接受廉政瞭望记者采访时，她说：“这是我第一次参加受贿案的公开庭审，我感觉法庭辩论还是很激烈的，在法庭上，公诉方和辩护人辩论得越激烈，我们纪委压力就越大。”
她向记者强调：纪委在办案过程中依法行事，对涉腐的党政干部规范办案，做实证据，才能在之后的司法程序中，不至于遭到来自外界的质疑。
