根据指导意见，各地要对照住房保障主管部门工作职责，梳理住房保障业务流程、权力运行程序，采取自查和互查方式，全面排查住房保障主管部门、内设机构、工作岗位的廉政风险点。在房源筹集环节，重点围绕建设、购买、租赁保障性住房项目的确定和实施排查廉政风险点，其内容主要包括住房保障规划计划编制执行符合实际需求情况，政府投资建设、购买、租赁保障性住房涉及的招标投标、资金使用、价格确定、建筑材料设备选用、工程质量安全管理、竣工验收备案情况，社会投资筹集保障性住房的项目决策、政策落实情况，配套设施建设与交付使用情况等。在准入轮候环节，重点围绕准入条件、审核复核等排查廉政风险点，其内容主要包括准入条件与审核程序公开征求意见、符合实际情况，对申请人住房和经济状况审核程序的执行情况，审核资料的提交与审查，审核结果的公示公开、审核异议的核查处理情况，轮候顺序的确定与变更情况等。在分配管理环节，重点围绕房屋配租配售、货币补贴发放等排查廉政风险点，其内容主要包括分配方案和分配排序的确定与变更、房屋的选择与交付、货币补贴的确定与发放、分配合同的签订履行、分配信息公开情况等。在运营管理环节，重点围绕营运机制、房屋使用和维修维护排查廉政风险点，其内容主要包括保障性住房营运机制建设和使用管理、物业服务企业的选择、物业费标准的确定、物业服务合同的履行、物业维修基金等资金的收缴和使用、保障性住房和配套设施维修企业及材料的选择等。在退出管理环节，重点围绕退出住房保障排查廉政风险点，其内容主要包括对不再符合保障条件对象的退出处理、对违规获得住房保障或违规使用保障性住房的清退执行、退出保障性住房的交接管理、保障性住房上市收益调节等。在投诉处理环节，重点围绕对违法违纪行为的核查处理排查廉政风险点，其内容主要包括案件受理、案件核实、案件查处，案件处理结果反馈和公开情况等。
