重庆市五中院调研发现，当前伪造、买卖证件印章类犯罪普遍利用高科技手段，购买电脑、打印机、扫描仪、过塑机、钢印压印机等高科技设备，以此提高假证件印章的仿真度。重庆市九龙坡区人民法院审结的张某等4人伪造事业单位印章罪、伪造居民身份证罪、伪造国家机关证件罪一案中，办案机关查获了作案工具电脑主机3台、显示器1台、手机2部、手机卡5张、打印机2台、扫描仪1台。
据介绍，贩卖证件印章招揽生意已经从传统的常规张贴小广告外，开始通过QQ、论坛、建网站等网络方式拓展。九龙坡区法院审结的刘某等4人伪造事业单位印章罪、伪造居民身份证罪、伪造国家机关证件罪一案中，被告人建立了“渝足办证网”和“我要办证网”等网站，用于发布招揽“生意”的相关信息。

调研显示，除单独作案外，贩卖证件印章普遍以家庭形式结伙分工，共同进行犯罪。九龙坡区法院审结的李某等3人伪造国家机关证件、印章、伪造事业单位印章罪一案中，被告人李某、胡某系夫妻，而邓某、李某又系母子关系，整个家庭成员都参与了犯罪分工。在彭某等4人犯伪造、买卖国家机关证件、印章罪一案中，被告人彭某与朱某系夫妻，二人系被告人彭某的父母、被告人毛某的公公婆婆。
据悉，从查获的伪造证件、印章看，呈多样化特点，主要以伪造事业单位印章为主，但伪造国家机关证件、印章所占比例不小。还有相当部分是伪造各类学校毕业证件、结婚证、离婚证、因房地产过户交易办理需要的无婚姻登记证明、各种公司印章、机关单位印章、相关资质证明等假印章和证明等。
记者了解到，伪造证件、印章重复犯罪较多。部分被告人不仅有犯罪前科，甚至有被告人在因此类犯罪被判处缓刑期间再次实施此类犯罪行为，重复犯罪现象突出。南岸区法院审结的被告人康某伪造居民身份证罪一案中，被告人康某曾犯伪造事业单位印章罪被判处拘役二个月，缓刑三个月，在缓刑考验期间又犯伪造居民身份证罪。
这位负责人分析说，伪造、买卖证件印章类犯罪之所以屡禁难止，源于此类犯罪投资小收益高，造假的利润是成本的几十倍。大量违法需求是造假的外在诱因，各种证件、证明、印章在求职、晋升、入伍、考试、计划生育等方面的作用越来越重要，一些不具备资格或条件的人期望借助假文凭、假证明、假印章成为“敲门砖”。现代高科技手段广泛运用，利用电子等技术印制的假证件印章质量“高”，速度“快”，很难被识破。
今年8月，一男子因合同诈骗和伪造买卖国家机关证件印章，被内蒙古自治区呼和浩特市警方依法刑事拘留。
7月30日，呼和浩特市和林县公安局某派出所在侦办一起殴打伤人案件中，发现嫌疑人白某驾驶的小车内有8枚“和林格尔县人民政府”等国家机关印章和“房屋所有权证”、“集体土地使用证”等证件。据了解，白某系呼和浩特市和林县城关镇农民，2012年5月，白某以签订协议的方式将按揭贷款购买的混凝土泵车先后卖给呼市赛罕区孟某及和林县李某二人，骗取孟某、李某人民币70多万元。经审讯，白某对骗取钱财及伪造国家机关印章以及“房屋所有权证”、“集体土地使用证”等证件供认不讳。
□说“法” 遏制证件印章犯罪需斩断源头
遏制伪造、买卖证件印章类犯罪，最重要的是加大打击力度，斩断犯罪源头。在这方面，公安机关与相关行政执法部门应密切配合，联手管理，严厉打击。对构成犯罪的造假者依法追究刑事责任，对情节较轻者依法严厉处罚，并通过采取没收作案工具、违法所得等多种形式剥夺其再次造假的条件。同时，全社会应充分认识到伪造、买卖证件印章类犯罪的危害，相关行政主管部门应严格审查管理，切断需求途径，对使用假证明、假文凭等达到入职、晋升等目的的给予处罚和党纪政纪处分；加大网络监管，严格执行网站登记和备案制度，开展专项整治，关闭违法网站；加强刻字、印章类特种行业的监管，建立行业准入制度，加强从业者的教育管理。还应加大民众对印章类知识特别是防伪知识的宣传教育，提高民众识伪辨假能力。另外，街道、居委会、社区应利用其管理优势，对违法小广告和“牛皮癣”及时发现、及时清理。徐伟
