　　《决定》提出，人民是改革的主体，要坚持党的群众路线，建立社会参与机制，充分发挥人民群众积极性、主动性、创造性，充分发挥工会、共青团、妇联等人民团体作用，齐心协力推进改革。鼓励地方、基层和群众大胆探索，加强重大改革试点工作，及时总结经验，宽容改革失误，加强宣传和舆论引导，为全面深化改革营造良好社会环境。
