  专家解释,公报一般不会涉及到具体行业


  与外界期待有所不同,此次三中全会公报未直接提及“房地产调控”。业内人士昨日对南都记者分析,未涉及并不代表不改革。公报中所提及的“建立城乡统一的建设用地市场”以及财税体制改革等举措,都将会对房地产市场产生影响。


  历次公报均未直接提楼市


  南都记者统计,事实上,从十一届三中全会至今,历次三中全会公报,均未直接提及房地产市场。但在会后公布的《决定》中,有的则会涉及,比如十四届三中全会后发布的《中共中央关于建立社会主义市场经济体制若干问题的决定》中就提出“规范和发展房地产市场”,并指出了具体改革措施。


  北京大学房地产研究所所长陈国强和中国房地产业协会副会长顾云昌在接受南都记者采访时都表示,公报是全会通过的决定的高度概括,着眼于全局性改革,不会涉及到任何一个具体的行业。


  “未涉及并不代表不改革”


  陈国强和顾云昌认为,虽然三中全会没有具体提及房地产调控,但公报中部署的全局性的改革措施,毫无疑问是适用于房地产业的,将对房地产业的发展产生影响。


  三中全会召开前的中央政治局学习(10月29日)中,中共中央总书记习近平已明确强调,加快推进住房保障和供应体系建设,要处理好政府提供公共服务和市场化的关系、住房发展的经济功能和社会功能的关系、需要和可能的关系、住房保障和防止福利陷阱的关系。


  顾云昌表示,这一讲话,也正说明了中央对住房问题的政策方向,即政府为主提供住房保障,市场为主满足多层次需求。


  陈国强认为,通过一系列举措,中央对房地产新政的思路和指向也可见一斑。目前房地产市场分类调控或分区差别化调控的思路已经逐步明确,不同城市和不同的区域市场要立足于当地市场状况出台针对性措施。


  其他改革会影响房地产市场


  专家认为,接下来进行的一系列改革,也将震撼房地产市场。顾云昌认为,财税体制改革、完善金融市场等改革,都将影响房价。目前房价高,很大原因是地价、税负和融资成本非常高。据《人民日报》消息,官方数据估计,2012年政府和银行从房地产业获得的收入占到了当年房地产销售总额的75%。顾云昌表示,取消或减少建设环节的各种费用,降低房地产业的税负和融资成本,同时加大土地供应,住房供应量就会增加,供求关系变化将带来价格的变化。


  而关于土地供应,公报则明确提出“建立城乡统一的建设用地市场”,这将打破地方政府对土地市场的垄断,那将大大增加土地的供应量,相应住房供应量增加,住房价格就会下降。国家土地管理局规划司原副司长郑振源此前在接受南都记者采访时也表示,如果允许集体土地开发商品房,房价马上会降。


  房价是否会完全回归市场?


  (公报中多次强调市场的重要性,这一大方向下,房价是否会完全受市场决定?)在楼市调控长效机制建立方面,逐步淡化行政手段,回归市场化是一个大方向。但住房市场需要区分保障房与商品房,商品房需更强化市场化的调控,保障房需要政府调控。
