健全社会保障财政投入制度，完善社会保障预算制度。加强社会保险基金投资管理和监督，推进基金市场化、多元化投资运营。制定实施免税、延期征税等优惠政策，加快发展企业年金、职业年金、商业保险，构建多层次社会保障体系。
