本报讯（记者 汤一原）昨天下午，市委常委会召开会议，传达学习中央党的群众路线教育实践活动有关会议精神，部署本市教育实践活动整改落实、建章立制环节工作，研究召开2014年市“两会”有关工作。市委书记郭金龙主持会议。
会议讨论了市委常委会和全市第一批教育实践活动单位整改落实、建章立制环节工作，以及开展市委常委会“回头看”等工作安排。会议强调，要通过及时组织开展“回头看”，进一步升华思想、增强党性修养、端正思想路线、转变工作作风、巩固群众观念；要抓紧制定并及时公布整改落实的具体措施，请群众来监督和评判；要着力抓好突出问题的专项整治，以实实在在的成效取信于民。
会议决定，市十四届人大二次会议和市政协十二届二次会议于2014年1月中下旬召开。会议强调，要深入贯彻落实党的十八届三中全会精神，努力推动人民代表大会制度与时俱进，积极推进协商民主广泛多层制度化发展，通过开好“两会”充分发挥我国社会主义政治制度优越性，保障人民当家作主的权利。会议要求相关部门抓紧做好“两会”的筹备工作。
会议还听取了拟提请市人代会审议的三项法规《北京市实施〈中华人民共和国全国人民代表大会和地方各级人民代表大会代表法〉办法（草案）》、《北京市人民代表大会代表建议、批评和意见办理条例（草案）》、《北京市大气污染防治条例（草案）》的立法工作情况汇报，对通过地方人民代表大会立法这一举措予以充分肯定。
