加工厂厂长叶某是永康本地人，之前在武义经营一家保温杯内胆加工厂。10月份，因为武义厂房的租期临近，他就把厂搬到了石柱镇新店村的一家破旧厂房内。厂房临近居民区，屋后是一片荒地。
