　　“英雄母亲救助基金”由新疆红石慈善基金会发起，主要针对在维护国家安全、保护人民生命财产安全中牺牲的、并由民政部门认定为烈士的英烈家庭。

　　2013年4月23日，喀什地区巴楚县色力布亚镇发生一起严重暴力恐怖案件，造成15名社区干部、警务人员牺牲，当场击毙暴徒6名、抓获8名。

　　新疆红石慈善基金会副秘书长郭玲珠介绍，自今年5月设立该项基金设立以来，已从社会各界募集资金近40万元。目前，基金会正和公安、消防、民政部门沟通，确定第二批英烈名单。英烈家属也可通过个人报名申请专项基金。个人申报或其他部门推荐名单后，该基金会工作人员将入户核实情况，并根据家属实际困难给予帮助。

　　新疆红石慈善基金会成立与2009年，是新疆本土具有法人资格的公募基金会，目前共启动实施了“阳光助学计划”“夕阳天使计划”、“乡村图书馆计划”“星星宝贝爱心计划”“保护伞行动”“英雄母亲救助基金”等救助项目。
