皮埃尔·德福安指出，中国目前首要解决的问题就是缩小收入差距。他说：“缩小收入差距含有多个方面的含义，其中既有缩小贫富差距，也有缩小城乡收入差距，缩小东西部收入差距。”
这位前欧盟高官认为，“缩小收入差距”至关重要，因为这将影响中国的内部团结与稳定。他说，中国的稳定是世界稳定的重要前提，世界需要一个有凝聚力的中国。
