2013 "charm – in the eyes of foreign talent in China's most attractive cities," announced a few days ago. Shanghai, Beijing, Tianjin, Guangzhou, Shenzhen, Xiamen, Nanjing, Suzhou, Hangzhou, Qingdao, was elected. Dali, Guilin, Jiangyin, Ma On Shan, Ningbo, Sanya, Kunming, Lanzhou, Wenzhou, Wuhan, Xian, Zhengzhou to 2013 "charming China – most attractive Chinese city in the eyes of foreign talent" Finalist cities.
This selection lists 4 level indicators, namely, the policy environment, the environment, the working environment and living environment. The event by the China international talent Exchange and development organized jointly by society and the journal for international exchange of personnel, data analysis and studies done by the horizon research consultancy group. Participation-a total of more than 72,000 people to attract foreign talent. Shanghai
Four level indicators are winning
Shanghai ranked first, 4 level indicator is in the first place. Among the 18 indicators, Shanghai has also made 17 first-good grades just "introduction and evaluation policy" on slightly lower scores than Beijing.
Shanghai cosmopolitan atmosphere and cultural diversity, remuneration, protection of rights, education for their children and health care environment has never been particularly good. Beijing came second in 4 level indicator is in 2nd place. Judging from the 18 indicators that Beijing "introduction and evaluation policy" won the first place.

Guangzhou ranks fourth. At the 4 level indicator, and Guangzhou respectively ranked 5th, 4th, 3rd, and 5th place, one of the "working environment" rankings. Among the 18 indicators, the largest number of votes is "urban development planning, business enabling environment, work and the entrepreneurial environment and advancement opportunities", all three and after "work" has a direct or indirect relationship.

Among the 18 indicators, "child education" a lower scores, Qingdao further efforts were needed in that regard.

2013“魅力中国——外籍人才眼中最具吸引力的十大城市”日前评选揭晓。上海、北京、天津、广州、深圳、厦门、南京、苏州、杭州、青岛当选。大理、桂林、江阴、昆明、兰州、马鞍山、宁波、三亚、温州、武汉、西安、郑州为2013“魅力中国——外籍人才眼中最具吸引力的中国城市”入围城市。
本次评选列出4个一级指标，即政策环境、政务环境、工作环境及生活环境。列出18个分指标，即权益保护、在华身份相关政策、引进及评聘政策、创业扶持政策、政策信息获取、相关机构配置、相关事务办理流程、政务人员工作质量、工作及创业环境、升迁发展机会、薪酬待遇、国际化氛围与多元文化、人居自然环境、城市发展规划、医疗卫生环境、子女教育环境、社会公共文明、城市包容性。对于外籍人士而言，上海、北京是他们眼中最有魅力的中国城市，也是综合吸引力最强的城市，它们的得分比其它城市遥遥领先。
本次活动由中国国际人才交流与开发研究会和《国际人才交流》杂志联合举办，数据分析及研究报告由零点研究咨询集团合作完成。吸引外籍人才参与投票共7.2万余人次。作为国内唯一一个完全由外籍人才参与评选，由中国政府“友谊奖”获奖外国专家、“外专千人计划”专家等组成的专家评委团队评出的榜单，这个引才引智“中国城市榜”可谓含金量十足。
上海
四个一级指标均夺冠
上海名列第一，4个一级指标均处于第一位。在18个分指标中，上海也取得了17个第一的好成绩，仅仅在“引进及评聘政策”上比北京得分略低。
上海在国际化氛围与多元文化、薪酬待遇、权益保护、子女教育环境及医疗卫生环境方面做得尤为出色。而其中后两项是绝大部分中国城市在引才引智综合环境中不够完善的方面。上海在引才引智环境建设方面已经走在中国的前列。
专家点评：
“外专千人计划”专家、2013年中国政府“友谊奖”获奖专家、中国科学院马普学会计算生物学伙伴研究所所长菲利普(Philipp Khaytovich)：在我看来，上海是目前最国际化并对外国人最为友好的中国城市。我认为对外国专家而言，上海的生活和工作环境比中国的任何城市都好。
北京
引才及评聘政策得第一
北京名列第二，4个一级指标均处于第2位。从18个分指标来看，北京在“引进及评聘政策”一项中获得第一位。
北京在国际化氛围与多元文化、薪酬待遇、权益保护、子女教育环境及医疗卫生环境等指标上获得了外籍人士的认可。此外，在“引进及评聘政策、在华身份政策”上获得的投票较多。
现任北京低碳清洁能源研究所所长、前美国国家氢能协会主席、美国太阳能工业协会主席乔恩·迈克·戴维斯 (Mike Davis)：北京作为中国的首都，文化底蕴浓厚，经济蓬勃发展。针对空气污染问题，我期待北京能采取行之有效的应对方案，希望北京的空气质量能够切实得到改善。
天津
外籍网民最认可的城市
天津名列第三。在网络投票中，天津得票排在前列，成为外籍人才眼中最具潜力的中国城市之一。在18个分指标中，天津在“升迁发展机会、政策信息获取、相关机构配置、相关事务办理流程”几项中获得高分。
2013年中国政府“友谊奖”获奖专家、天津自然博物馆特聘教授肯尼斯·尤金·贝林(Kenneth Eugene Behring)：作为天津市的荣誉市民，我感到十分自豪。我认为，天津的生活环境十分舒适，天津市民的幸福指数比较高。我很享受在这里的工作和生活。在我看来，天津不仅仅是一个开放的、全球化的城市，它的接受度和包容度也很高，这里友好温暖的氛围时时刻刻令我动容。
广州
“工作环境”排名居前
广州名列第四。在4个一级指标中，广州分别排在第5位、第4位、第3位与第5位，其中的“工作环境”排名最高。在18个分指标中，得票最多的是“城市发展规划、创业扶持环境、工作及创业环境和升迁发展机会”，后三者都与“工作环境”有直接或间接的关系。
2011年“羊城友谊奖”获奖专家、广州现代快速公交和可持续交通研究所所长卡尔·费(Karl Fjellstrom)：交通是一个很大的概念，它影响着城市里每个人的生活，牵涉到方方面面，关乎发展、经济、环境等。我希望在我们的共同努力下，通过良好的交通规划，把广州建设成为一个更加宜居的城市。
深圳
政策、政务环境均佳
深圳名列第五。在4个一级指标中，“政策环境、政务环境”排名第三，“工作环境”排名第四，“生活环境”排名第八。在18个分指标中，“权益保护、政务人员工作质量、升迁发展机会及薪酬待遇”4项中排名居前，而在“子女教育环境、社会公共文明、城市包容性”几方面得分较低。
“外专千人计划”专家、2012年中国政府“友谊奖”获奖专家、以色列计算机图形学领域知名学者丹尼尔·科恩(Daniel Cohen-Or)：深圳位于中国大陆版图的南端，毗邻香港，这里的亚热带季风气候舒适宜人。深圳是南方重要的高新技术研发和制造基地，同时这里拥有国际化的教育水平。
厦门
“人居自然环境”居第二
厦门名列第六。在4个一级指标中，“生活环境”居第六位、“政策环境”居第八位、“政务环境”和“工作环境”均居第九位。在18个分指标中，“人居自然环境”得分非常高，仅排在上海之后。此外，厦门在“工作及创业环境、社会公共文明”两项中得分较高。
1993年中国政府“友谊奖”获奖专家、福建省第一位获准在华永久居留的外籍专家潘威廉(William Brown)：厦门是投资环境及居住环境都很出色的城市，近几年更是加大了在公共设施、公共医疗、教育等方面的投入。厦门市政府针对交通拥堵问题采取了积极有效的措施(如：建设厦门翔安海底隧道)，这一点值得其它城市取经。
南京
“医疗卫生环境”出众
南京名列第七。在4个一级指标中，“政策环境”排名最高，居于第四位；而“生活环境”排名最低，居于第十位。在18个分指标中，“医疗卫生环境”一项得分排在第三位，仅低于上海和北京。这也是前十名的城市中，极少数在医疗卫生环境方面表现出众的城市。
2009年中国政府“友谊奖”获奖专家、日本堇青石质蜂窝陶瓷技术专家岩村悟浩(Iwamura Satohiro)：北京最为国际化，上海过于拥挤，因此舒适度欠佳。南京的市民最为友好。我目前碰到的最大问题，是日常生活中的语言障碍问题。
苏州
“生活环境”排名居前
苏州名列第八。在外籍人士眼中，苏州的生活环境质量相当好。在4个一级指标中，“生活环境”排名仅低于上海和北京；“政务环境”的排名也不错，居于第六位；“政策环境、工作环境”排名居于第十位。在18个分指标中，“自然人居环境”一项的得分比较高，但在“创业扶持政策、薪酬待遇、升迁发展机会”几方面得分欠佳，在促进外籍人士在苏州工作、就业方面，还需要加把劲。
经济地理学研究专家、西交利物浦大学副校长苏大卫(David Warwick Sadler)：苏州颇具竞争力的地理位置，便捷的交通网络，合理的工业布局，舒适的居住环境使其成为投资以及居住的绝佳理想地。
杭州
均衡发展型的城市
杭州名列第九。在4个一级指标中，“生活环境”排名第四位，其它3个一级指标(政策环境、政务环境、工作环境)，排名分别为第七名、第八名及第七名。可以说是一个均衡发展型的城市。在18个分指标中，“政策信息获取、相关事务办理流程、政务人员工作质量、国际化氛围与多元文化、医疗卫生环境、子女教育环境”得分均低于平均值。可以说，如果在“医疗卫生环境”、“子女教育环境”上能够有所提高，杭州的生活环境优势将更明显。
2010年中国政府“友谊奖”获奖专家、德国内窥镜专家迈克·韦博(Michael-Boris Weber)：在我看来，杭州是一座美食美景缤纷交融、基础设施建设完备的城市。
青岛
工作生活环境有吸引力
青岛名列第十。在4个一级指标中，“工作环境”、“生活环境”排名分别为第八位和第九位；“政策环境”、“政务环境”排名均为第十一位。在18个分指标中，“子女教育环境”一项得分较低，青岛在这方面仍需再努力。
2011年中国政府“友谊奖”获奖专家、青岛软控股份有限公司欧洲研发中心总经理卡罗尔·万卡(Karol Vanko)：青岛是一座美丽的海滨城市，这里有红屋顶，茂密的植被和碧蓝的天空。同时，这里也是一座现代化、国际化、非常宜居的城市。我很享受在这里的工作和生活，我爱这里美不胜收的景色和活力四射的人民。
