东北网11月15日讯(记者 印蕾) 记者15日从哈尔滨市政府法制办获悉，《哈尔滨市清除市区冰雪规定》公开征求意见，《规定》(征求意见稿)在清冰雪责任划分、清雪方式及融雪剂使用、交通管理、委托代清雪、居民住宅区清雪等方面作了具体规定，社会各界和广大市民可针对《规定》(征求意见稿)提出意见或建议。
融雪剂定点使用单位和个人不得擅自购买和使用
《规定》(征求意见稿)提出，融雪剂由市环卫部门统一采购，统一分发。除定点坡路和市人民政府依法规定的区域外，其他路段不得使用融雪剂。使用融雪剂的融后残雪应当单独堆积，运送到环卫部门指定的场所集中处理，不得堆放在树池或者绿地内。市环卫部门应当购买符合国家标准的融雪剂。清雪工作应当因地制宜，以机械清除为主，人工清除为辅，任何单位和个人不得擅自购买和使用融雪剂。
《规定》(征求意见稿)提出，未按照规定使用融雪剂的，责令改正，按照每车处以1000元以上3000元以下罚款；随意倾倒含有融雪剂残雪的，责令改正，按照每车处以2000元以上5000元以下罚款；将含有融雪剂的残雪堆放在树池或者绿地内的，责令改正，按照危害面积处以每平方米20元罚款。

清雪企业建信用评价体系评价差不得进行清冰雪工作
《规定》(征求意见稿)提出，环卫部门应当建立清冰雪作业企业的信用评价体系，将清冰雪作业质量、清雪完成时限等情况纳入评价体系。对信用评价较差的单位，不得再行委托清冰雪工作。
