　　王培安指出，夫妇俩的户籍所在的省份修订了人口与计划生育条例或人大常委会作出了专门规定，允许单独夫妇可生育两个孩子，就可以按程序申请再生育了。

　　王培安还表示，如果夫妻俩的户口不在同一个省(区、市)，只要任何一方户口所在地允许单独夫妇生育两个孩子，就可在那里申请再生育。
