黄奇帆说，党的十八届三中全会，是我国改革开放进入到新的重要关头召开的一次重要会议，是我们党高举改革开放大旗的政治宣示和重要体现，是全面深化改革的一次总部署、总动员，对于推动中国特色社会主义事业，必将产生重大而深远的影响。我们一定要认真学习领会全会精神，坚决贯彻中央决策部署，把全会提出的各项改革举措落到实处。
黄奇帆说，全市政府系统要按照市委的统一部署，认真学习贯彻三中全会精神，抓紧做好事关重庆发展全局的重大改革：一是要坚持和完善基本经济制度。一方面要推动国有企业从管理运营资产向管理运营资本转变，不断增强国有经济的活力、控制力和影响力；另一方面要大力支持非公经济发展，激发非公经济的活力和创造力。二是要进一步推进农村改革发展。这些年，重庆在农民工户籍制度改革、“三权”抵押融资、地票交易等方面进行了有益探索，打下了良好基础，今后要进一步解放思想，结合农村实际，更好推进农村改革。三是要大力建设内陆开放高地。要用足用好国家扩大内陆开放政策，除进一步深化发展笔电等加工贸易、推动重庆与沿海沿边的通关协作外，还要在服务贸易的开放上狠下功夫，重点推进保税贸易、跨境电子商务、口岸物流、基于云计算的大数据业务和软件外包等。四是要深化行政体制改革，其中很重要的内容就是要改革行政审批制度。市政府已着手研究改革财政资金对产业的补贴扶持方式，旨在通过市场化手段来提高财政资金使用效率，同时有效避免腐败的产生。五是统筹推进五大功能区域建设。十八届三中全会明确要坚定不移实施主体功能区制度，对区域协调和可持续发展指明了方向，而重庆五大功能区域发展战略与三中全会精神高度契合，我们要按照市委的决策部署积极推进。六是要完善“双轨制”房地产市场调控体系，切实做好公租房的开工率、竣工率、配套率、配租率和管理服务到位率。下一步还要研究如何做好部分公租房的出售以及配租方式的完善等。七是要进一步推进金融改革。这些年重庆在支持民营资本进入金融领域方面进行了不少探索实践，并取得良好成效，今后要从广度和深度上进一步加快推进改革。
