而就十八届三中全会提出的设立国家安全委员会，罗援指出，全国政协委员、人大代表和一些研究机构的学者曾多次呼吁成立国家安全委员会，中央也对此十分重视，在此之前也成立了一个国家安全领导小组，曾试运行一段时间，而国家安全委员会的成立也应运而生。
他说，首先，中国改革正在向深层次进展，已进入攻坚阶段，需要宏观性、能够指导全局的国家安全战略，国家安全委员会也就应运而生；其次，中国面临一个复杂的安全环境，不仅存在边境、海上及岛屿争端，同时传统安全与非传统安全威胁交织，对中国构成挑战；另外，一些大国对中国进行所谓“西化”，甚至分化，试图遏制中国崛起。因此，现实呼唤也成为国家安全委员会成立的“催生剂”。
