劳教所内院由一面挂着“习艺劳动区”标牌的墙和三栋三层楼围成，是几百名戒毒学员的集中区域。生理脱毒楼和康复治疗楼隔着篮球场相望，中间一栋是教室区。
夕阳西下时分，一些学员在洗晾衣服，另一些则在图书室阅读。在图书室的黑板上，孔子画像的周围写满励志话语。书架沿着三面墙摆开，提供法律政策解读、小说、科技培训等书籍报刊。
劳教所大门挂了5块牌子，其中3块牌子与劳教有关。劳教所副所长崔庆黎指着其中“新生学校”和“强制隔离戒毒所”的牌子说，今后其他3块牌子就要没有了，这里将成为帮助吸毒成瘾人员戒断毒瘾、重新迈入新生活的教学式专业戒毒场所。

西双版纳与缅甸、老挝接壤，临近传统毒源地缅老泰“金三角”，近年来受到毒品袭扰。因此，强制隔离戒毒、自愿戒毒、社区戒毒和康复成为西双版纳乃至全省开展禁毒工作的重要内容。
今年初，云南省部署的劳教制度改革“善后”措施之一，便是统筹考虑改革与社区矫正、强制隔离戒毒和基层基础建设，使现有力量资源发挥更大效益。
西双版纳州司法局局长孔树华说，劳教所在功能上向强制戒毒所转变，利用强制手段帮助吸毒人员戒掉毒瘾，关键还是帮助他们树立信心。
在即将撤牌的这家禁毒劳教所，为学员提供3到18个月的康复治疗，期间学员要接受体检、教育、身心康复训练和技能培训，从事习艺劳动。解除强制戒毒后半年，他们还要接受跟踪随访调查、社会综合评定等后续延伸教育。
云南大学法学院副院长王启梁表示，在中国社会主义法制体系基本形成的情况下，已完全可以通过法治化途径来处理各类违法行为，劳教制度已完成其历史使命。取消劳教制度或代之以违法行为矫治，最重要的是将公权力的使用纳入法治轨道，完善应有机制，充分保障公民的基本权利。
