昨天下午，记者从北京市劳教局知情人士处获悉，其实早在2009年，作为司法体制改革试点单位，北京市劳教人员调遣处即转为北京市第三看守所分所。
除了门牌的变化外，原劳教调遣处内部职能，也随着今年七八月份最后一名劳教人员离开而发生了改变。管理对象由劳教人员，转成了收押因触犯法律而被判处拘役、有期徒刑等短刑犯人员，有的劳教所转为戒毒所，开始为强制戒毒人员或戒毒康复人员提供戒毒服务。据了解，一些劳教所今后还将和社会力量等联合，在社区矫正方面要有所作为。
除劳教调遣处外，位于大兴区的团河劳教所也已于今年7月份卸去了“劳教所”的牌子，挂上了“北京市监狱团河二监区”牌匾。
而在位于大兴区的天堂河劳教所，大门口挂着两块牌子，一块是“北京市天堂河劳动教养所”，另一块是“北京市天堂河强制隔离戒毒所”。

具体如何改暂时仍未知
劳教制度的废除赢得国内专家及民众们热烈的褒扬，称这是我国人权保障的一大进步，也是我国法治建设迈进的一大步。
“最近变动太大了，”一从事劳教工作10余年的民警说，“大家都很想知道劳教制度废除后，人事方面具体会怎么安排?”但同时，也有不少民警表示，“无论怎么变，维护社会稳定的目标不会变，培养的人才不会没用。”
对于劳教制度废除后人事方面的安排，市劳教局方面的回应称暂不便就此问题进行答复。对于有媒体报道的劳教系统内部“北京市劳教局下月摘牌”的消息，市劳教局相关人员表示，目前对此并无最新消息。

劳教所变看守所民警会心理治疗
在现在位于大兴区的北京市第三看守所分所，原来的名字是北京市劳教人员调遣处，负责收押被劳教人员。随着名字的变更，其职能也在发生着变化。
2013年11月14日，记者走进三看分所探访，标准的塑胶跑道、整齐划一的宿舍内饰，根本不会让人联想起久被诟病的劳教所。据工作人员介绍，现在这里关押的都是因触犯法律，已被法院判刑正在服刑的短刑犯。
在三看分所的心理咨询室，小琴正在接受心理矫正治疗。小琴因屡次盗窃自行车、摩托车被判有期徒刑一年。一名北京市劳教局心理矫正师正在帮助小琴分析心理，他指着一座沙盘问小琴：“你看，这沙盘中，有高高的路灯，有雨后的彩虹，还有不少游人在逛公园，这是非常美好的场景，那你为什么要摆这些呢？”“我盼望着能在白天出门。”小琴说，“我在这儿认识到，做人要有尊严，人生的路，有很多条，出去后我再也不干违法的事儿了。”
据了解，为让服刑人员释放后能尽快融入社会，三看分所为被收押人员建起了德育教育中心、职业技能培训中心、心理咨询中心，并购置了工具仪器，帮服刑人员学习一技之长。截至目前，该所羁押了约500名醉驾服刑人员。为教育服刑人员不再酒驾，看守所还组织他们到所外参观学习，开展各种各样的“拒绝酒驾尊重生命”普法活动。
北京劳教
北京市劳教局成立于2000年2月，下辖劳教人员调遣处、新河劳教所、团河劳教所、新安劳教所、天堂河劳教所、女子劳教所、未成年劳教所、双河劳教所等。目前，市劳教局约有2000名民警。
北京市女子劳动教养所
建于2001年，2002年初投入使用，承担着全市女劳教人员收容、管理和教育矫治。
北京市团河劳动教养所
位于大兴区，主要收容财产、滋扰、性罪错等类型的成年男性劳教人员。
北京市新安劳动教养所
位于大兴区黄村镇南，负责女劳教人员、涉毒型劳教人员及男劳教人员日常管理及收容遣送工作。
北京市双河劳动教养所
位于黑龙江省，原为双河农场。1981年被北京市劳教局重新收回，负责收容、关押北京市被劳动教养人员。
北京未成年劳动教养所
位于大兴区南部，承担着未成年劳教人员的教育挽救任务。
北京市天堂河劳动教养所
位于大兴区黄村南，建于1960年，2008年6月1日前，主要承担着吸毒型、普通型及女性患病劳教人员的管理教育工作，负责天堂河地区4个劳教场所的医疗保障任务。2007年2月2日，被司法部列为首批戒毒康复试点单位。2008年6月1日，根据部、局的统一部署，天堂河劳教所又承担了强制隔离戒毒职能，成为首都司法行政系统首家强制隔离戒毒所。
北京市新河劳动教养管理所
原为团河农场，1955年9月成立，2007年1月更名，是一所集劳教人员管理教育、职业技能培训、收容体检、医疗救护以及辖区安全生产管理、社区服务、离退休人员服务、医疗服务、行政后勤服务等多种职能于一体的综合型劳教所。

劳教机构人员须定安置去向
虽然劳教制度最终被废除，但其废除的过程绝非易事。
中国政法大学副校长马怀德、长期关注劳教制度改革的维权律师李方平曾指出，废除劳教并非是很容易的事情，劳教制度从根本上来说违反了宪法和立法法的规定，而且这一制度已经成为一些地方政府部门的维稳手段，因此废除的难度还是非常大的。
此外，由于劳教制度已经存在50多年，与之相对应的劳教场所、人员也已经配备到位。全国范围内的劳教所、劳教管理审批机关以及这些机构、部门的工作人员，全都已经在岗工作多年。一下子取消劳教制度，这些机构、部门及其人员的安置肯定也是一个大问题。

劳教获释人员申诉之路未定
2011年9月，重庆村官任建宇因在网上发帖，抨击薄熙来、王立军等人，被重庆市劳教委决定劳教两年。2012年，薄、王先后落马，当年9月，任建宇重获自由。
前晚，《中共中央关于全面深化改革若干重大问题的决定》全文公布，得知中央决定废止劳教制度，任建宇称感到欣慰。任建宇说，劳教改变了他的一生。
在劳教所期间，任建宇结识了很多因抨击薄熙来、王立军而被劳教的人，网名“方竹笋”的方洪，由于在网上讥讽王立军，也被处以劳教。2012年9月，任建宇重获自由后才发现，除了他和方洪，在薄、王时期仅仅因为转发一个漫画，重庆人彭洪也被劳教，诸如此类的人在重庆还有很多。他们获得自由后，都选择了申诉，但截至目前都没有进展。
现在，劳教制度被废止，任建宇们的申诉之路是否还会走下去，目前还不得而知。昨天，有学者和律师表示，只要想申诉的，可以继续申诉。不会因为劳教制度废除了，申诉就不能进行了。
