11月3日，有人在国内多家网站上发帖称，贵港市港南区地税局八塘分局局长，与一名在娱乐城谋生的女子有“包养关系”，并贴出一纸协议书：双方保证在关系未清前，不能与第三者发生关系，双方至少一周见面一次，女方不能干涉及影响男方工作、家庭……此前，在10月16日，南国早报记者已接到有关此事的报料，并前往当地调查。
11月15日，贵港市港南区地税局在网上回应称，他们已对网帖所反映的内容进行立案调查，并于11月4日免去该局长的职务
缘起 “协议书”列六点要求
网帖中被曝光的局长叫陶毅，贵港市人；与陶有纠葛的涉事女子叫樊 萍，家住广东连州市。该女子现在南宁打工。
2012年6月，樊 萍到贵港市一家娱乐城做红酒促销生意，于当月中旬认识陶毅。
不久，陶毅约她出来吃饭。樊 萍称，当时她告诉对方自己的婚姻情况，并说自己已有一名10岁的小孩，但陶说他已离婚，也有一个小孩，他喜欢她，答应包养她，并让她跟丈夫离婚。
此后，樊 萍发现陶毅不接她的电话。经跟踪，她发现“他经常与其他女人往来”。今年3月28日晚，在贵港市区一个烧烤摊，樊见一年轻女子坐在陶的大腿上，不禁“发飙”，与陶发生冲突。“当晚，陶回到住处，拼命向我解释。”樊 萍说，为了表示他的真心，次日陶写下了协议书。
在樊 萍出示的这份协议书复印件上，有6点要求：一、男女双方在关系未清前不能与第三者发生关系；二、男女双方至少一星期见面一次；三、男女双方若发生矛盾，以书面形式分手；四、若违反第一点，则一次性补偿对方精神损失费1万元人民币，以此类推；五、女方不能干涉及影响男方工作、家庭，否则按规定处罚；六、男方应照顾女方的生活，金钱双方协商。
“协议书”上有双方的签名，日期为2013年3月29日。
变故 3万元买走协议书原件
此后不久，樊 萍得知陶毅并未离婚，并追问此事。陶毅解释说，他的妻子早就递交离婚诉状到法院，已经协议离婚了。
“他还让我赶紧回广东离婚，然后与我结婚。”樊 萍说，直至今年5月3日，她才见到陶出示的离婚协议。5月4日，她回广东办理离婚手续。5月24日，她与丈夫正式离婚，“没想到我一离婚，他就躲着我。我去过他家，让他说个清楚，但最终他还是伤害了我”。
樊 萍还出示她与前夫的离婚证，上面的离婚时间为5月24日，离婚的原因是“性格不合”。
与陶的关系恶化后，陶的家人与樊 萍协商，想让她交出协议书的原件，并赔偿她3万元精神损失费。6月6日，陶的家人按约定取走协议书原件，樊 萍按要求写下“不得公开陶的隐私”等协议内容。但此后陶毅还来找她，表示要娶她。
樊 萍播放的手机录音，有双方在一起时的对话声音，时间显示是5月3日以后。在她出示的5月3日以前的手机短信上，有双方以“老婆”、“老公”相称的字眼，其中一些陶发来的短信显示“你离婚后就嫁给我吧”、“老婆，我会给房租的”等内容，短信发送时间显示是去年12月。
调查 是否有违法之事尚无结论
10月16日下午，南国早报记者来到陶毅所在单位。在墙上张贴的政务人员公开名单上显示，陶为港南区地税局八塘分局的局长。
陶毅外出公干，他的上级领导港南区地税局局长吴女士接受采访时解释说，陶确系该局八塘分局的局长，是一名公务员，但她认为，樊的事情是他个人生活问题和道德问题，与樊所举报称陶有违法之事扯不到一块。
“前段时间，陶的母亲主动来向我们反映，说樊经常在凌晨来她家来拍门，影响他们的生活。如果樊影响到单位的正常工作，她就让儿子辞职。陶的母亲还说，陶家已要回协议书，并补偿对方3万元。”吴女士表示，当时樊已签字答应不再纠缠此事，事后她又提出要陶赔偿她10万元。陶家认为她有敲诈勒索的嫌疑，并表示樊若再纠缠下去他们就报警。
吴女士还称，樊 萍已向自治区有关部门举报陶，贵港市相关部门正在调查。
说法 “她分明是敲诈我”
10月17日上午10时左右，陶毅在电话中称，他与樊 萍去年认识，樊当时在贵港市一家娱乐城工作，此后她换了3个场子。双方认识后，他便约她出来吃饭，随后有了交往。
陶毅说，交往期间，樊 萍一直隐瞒她在广东已婚并生养小孩的事实，且在贵港还有一个同居男友，“直至她的男友打电话给我，我才知道此事”。双方交待清楚后，她搬到另外一个小区的楼中楼租住，“但我没给她付房租。这方面有她交房租的证据”。
陶毅承认在双方未离婚前喜欢樊，并劝她离开夜场去学美甲技术，以开店谋生，但她嫌钱来得慢，没有“转业”。“早在两年前，我的前妻就到法院提交离婚诉状，直至今年5月3日我们才正式离婚。这段时间，尽管法律上仍未确定离婚关系，但我们早就分居了。不管怎样，我在正式离婚前与樊有往来，但没有像她所说的那样租楼中楼包养她……”
提及协议书，陶毅称确实系他所写，起因是：有一天晚上在烧烤摊吃夜宵，一女孩坐到他的大腿上，樊出现后跟他大闹一场。其实，那个女孩是他的堂妹，当晚在一起的还有他堂哥等人，“为了缓和矛盾，我给樊写下了协议书。不过此事已经解决，是我母亲去处理的”。
陶毅对樊到处“告状”表示不解：“她明明签字拿走3万元并表示日后不再纠缠我，事后，她又在她所谓的哥哥的授意下，发来短信要我赔她10万元。她分明是敲诈我。”陶转发来樊的短信，其中有一条：“你凑足我当初要的十万，我俩的事彻底清，我也不想管你理你了，当初我只要三万是太傻了！”
结果 涉事局长已被免职
11月15日上午，在广西新闻网、红豆社区、天涯论坛等知名网站上，出现一个落款为“港南地税”的网文，标题为《关于网帖“广西贵港市地税局八塘分局局长包养情人”的回应》。
该网文称：“近期，多家网站出现‘广西贵港市地税局八塘分局局长包养情人’的网贴(帖)后，贵港市地方税务局及时关注、高度重视，对网贴(帖)反映的问题已进行立案调查，并于2013年11月4日免去陶毅贵港市港南区地税局八塘分局的局长职务。”
查看各个网站，发现贴出的网文均在讲述陶毅与樊 萍之间的“包养”过程，并贴出一男子在娱乐场所K歌、跳舞的图片，其中还有一张协议书的图片。图片说明文字上称，跳舞、唱歌的男子就是陶毅，并质疑他的经济来源。网上有不少网友跟帖。
当天下午4时40分，记者与贵港市港南区地税局取得联系。自称姓叶的一名负责人介绍说，是该单位在多家网站上发文回应的。经他们查证，陶毅确实与已婚女子樊 萍有染，至于是否涉及经济问题，有关部门还在调查。
记者再与樊 萍联系时，樊称，网上“广西贵港市地税局八塘分局局长包养情人”的帖子并不是她及其家人所发，该帖发于11月3日，次日她才知道。也就在当天，她才获知陶毅被单位免职一事。
