北京市劳教部门及承担功能
北京市劳教局成立于2000年2月，下辖天堂河劳教(戒毒)所、第三看守所分所(劳教人员调遣处)、女子劳教(戒毒)所、新安劳教所、未成年劳教所、新河劳教所、团河劳教所、利康劳教所、双河农场。
团河劳教所主要收容财产、滋扰、性罪错等类型的成年男性劳教人员。
新河劳教所先后承担着收教女性劳教人员、涉毒型劳教人员及男性劳教人员日常管理及收容遣送工作。
北京市女子劳动教养所建于2001年，担负着全市女性劳教人员收容、管理和教育矫治的职能。
北京市未成年劳动教养人员管理所，2004年6月建所，承担未成年劳教人员的教育挽救任务。
天堂河劳教所始建于1960年，2008年6月1日前，主要承担吸毒型、普通型及女性患病劳教人员的管理教育工作。2007年2月2日被司法部列为首批戒毒康复试点单位，2008年6月1日，根据部、局的统一部署，天堂河劳教所又承担了强制隔离戒毒职能，成为首都司法行政系统首家强制隔离戒毒所。

四省会城市曾试点改革
