在全面建成小康社会的进程中，根据人口形势发展变化，在全国普遍实行双方均为独生子女的夫妇可生育两个孩子政策的基础上，启动实施一方是独生子女的夫妇可生育两个孩子的政策，逐步调整完善生育政策，具有十分重要的意义。

第三，调整完善生育政策有利于保持合理的劳动力数量和结构，促进经济持续健康发展。2011年，我国15-59岁劳动年龄人口达到9.41亿人峰值，2012年下降为9.37亿人，按此趋势，2030年前我国劳动年龄人口仍可保持8亿人以上，但年轻劳动力在劳动年龄人口中比例下降，劳动力资源的国际比较优势有所减弱。同时，人口老龄化明显加速，2012年60岁及以上老年人口占总人口的比例已经达到14.3%，2013年底老年人口总数将达到2亿，而2025年、2030年将分别达到3亿和4亿。如维持现行生育政策不调整，几十年后劳动年龄人口锐减，老年人口比重过大，势必严重影响经济社会发展活力和国际竞争力。逐步调整完善生育政策，就是要有效应对和积极缓解人口结构性矛盾的长期影响，保持合理的劳动力数量和结构，延缓人口老龄化速度。这些决策将为转变经济发展方式、培育经济持续健康发展新优势，准备更为有利的人口条件。
那么“单独二胎”政策什么时候在湖南实施？詹鸣表示，中央的《决定》是昨天晚上正式发布的，在湖南落地还需要完成一些必须的法定程序，比如，《湖南省人口与计划生育条例》中关于生育政策的条款需要修改。省人口计生委将认真学习贯彻党的十八届三中全会精神，深入领会《决定》的深刻内涵，用《决定》精神指导改革中的计划生育工作。省人口计生委将向省政府建议，湖南应迅速启动相关程序，提请省人大修改湖南省《人口与计划生育条例》的相关内容，同时做好相关政策衔接工作，积极推进单独夫妇生育二孩的政策尽早在湖南依法、稳妥、扎实、有序地实施。
詹鸣表示，根据测算，湖南符合“单独”条件且有意愿有能力再生育的育龄妇女大约27万人，约占全省人口总数的3.83‰。这部分人的再生育，会带来出生人口数量的增加，但对人口发展的趋势和结构影响不大。
