48岁的王生球是一个3岁女孩的爷爷。儿子王健、儿媳向爱华常年在浙江打工。10月28日下午，村支书黄峰上门通知时，只有王生球的爱人魏爱菊在家。
魏爱菊回忆，这天村支书来后，“让我转告老公，到乡计生办去交罚款，说我儿媳妇的证件有问题，要他拿证件到计生办去复查。罚多少钱没说，但说过罚款的话。”
相关证件显示，王健和向爱华2010年11月结婚，当时王健23岁，向爱华刚满20周岁。当年12月20日女儿出世，次日开具出生证明。“领取结婚证时，我老婆已经挺着很大的肚子了。”王健承认，妻子当时未婚先孕，但相关证件都是齐全的。
村支书黄峰在接受南都记者采访时，否认当天说过罚款的话，“我没有说让他们去交罚款，我只是给他们说去乡计生办核查证件信息。”
第二天，王生球带着儿子媳妇的结婚证、孙女的出生证明，一大早骑摩托车到了位于乡政府内的计生办。
乡党委书记梁金华介绍，当天王生球来得很早，计生办还没上班，乡政府工作人员看他在外面等，就把计生办的人叫来，为他办理事情。办事的过程中她并不在场。事后据她了解，王生球当天前来，是为儿子和儿媳妇办理二胎生育证。办理二胎证时需要核查夫妻二人的结婚证和一胎相关证件。
但这个说法被王健和向爱华否认，二人说他们根本就没有准备生二胎。
梁金华说，在王生球提交相关证件后，工作人员发现他没有带儿媳妇的户口簿，要他到儿媳妇的娘家去取。向爱华的娘家就在乡政府附近约20米远。
向爱华的母亲王林香称，早上8点左右，王生球找过来取女儿的户口簿，其间碰到熟人贺德山。贺回忆，“我当时看到他从乡政府大院出来，猜他是去办事，就问他事情办好没。他说要交罚款，具体交什么罚款他也没说。”
王生球走后不到半小时，王林香说计生办负责人谌广就匆匆过来找她，“额头上都是汗，说我的亲家不行了，叫我过去看。”王林香到乡政府大院后，看到王生球坐在计生办的凳子上，“嘴里吐着白沫，一句话也说不出来”。
梁金华介绍，事后经了解，王生球生前有高血压，当天办事时突然疾病发作晕倒。在其办事过程中，没有与计生办工作人员发生言语上的争执，也没有发生肢体冲突。
然而这一说法王生球家属并不认同。他们称事后找到了一名目击者，并对目击者的说法作了视频取证。
目击者改口
目击者视频被公开后，其态度巨变，后被警方拘留10日
在提供给南都记者的视频中，这名目击者是当地一个清洁工，摄录于事发次日的10月30日。在视频中，这名目击者做着揪领子的动作，说看到有人揪住王生球的领子摇来摇去，并对他进行推搡。他当天在乡政府大院做清洁，恰巧看到这一幕。
家属取证后经过了解，涉嫌打人者为计生办的谌广和张建军。乡政府公示栏显示，谌广的职务为政协联工委主任，分管计生等工作；张建军的职务为计划生育服务中心主任。
家属称，事发次日，乡政府曾将谌广和张建军二人照片从“九溪江乡干部职工为民服务联系平台”公布栏撤下，当他们责问乡政府为何这样做后，两人照片又重新贴了上去。
目击者的姓名也在事后被公开，是环卫工人李明汉，住九溪江乡光明村五组。但11月4日当南都记者找到他家时，妻子熊喜莲告诉记者，李明汉已被当地公安人员带走。
乡党委书记梁金华告诉南都记者，李明汉涉嫌作伪证和造谣，公安机关要拘留他。她称，李明汉确实是当地环卫工，但他负责的片区并不在乡政府一带，当天政府工作人员也没有看到他出现。事后李明汉作过声明，说他并没有看到现场。
11月5日，溆浦县公安局在网上发布《关于“九溪江工作人员殴打致人死亡证人视频”的调查说明》，称10月29日李明汉整天没有去过乡政府，“根本不知道事情的经过，其在视频上所说的‘证词’纯属谣言”。
由于李明汉行为已经构成散布谣言并扰乱公共秩序，溆浦县公安局对他作出行政拘留10日的处罚。
王生球家属称，就在他们公开目击证人视频后，李明汉的态度突然巨变，他们后来再次找他，“屋里的灯亮着，但门却关着，怎么叫也不开”。王健说他了解到，事后政府人员找过李明汉，怀疑他受到某种压力。
与当地通报王生球“在送往医院抢救过程中无效死亡”的说法不同，魏爱菊称老公在送到医院前就已经死亡。
这天晕倒后，乡卫生院的医护人员为王生球做了简单处理，随后魏爱菊和两名亲属也赶到现场，并随救护车同往两小时车程外的溆浦县人民医院。“在路上他就已经停止呼吸了，到医院后直接宣布死亡。”
由溆浦县人民医院开具的死亡医学证明书写道，王生球死亡原因是“脑出血”；另一份证明书“直接导致死亡的疾病或情况”一栏写道：“脑疝、呼吸心跳骤停，引发疾病原因是：高血压。”
这两份死亡医学证明书均未加盖医院公章。
一名亲属告诉南都记者，王生球生前确患有高血压，但当天到乡计生办是骑着摩托车去的，“不可能无缘无故就病发身亡吧？”
遗体从医院运回后，家属在死者后背发现了大片青紫色淤青。他们怀疑王生球曾经挨过打。他们曾将遗体抬到乡政府，堵了一天的大门。梁金华说，政府和公安曾建议家属配合工作，对遗体做司法鉴定，但家属不同意。
王健对此回应，不愿做尸检，因父亲可能并非殴打致死，也许是争吵、推搡引发了疾病。如今父亲的遗体仍然停放在家中。
6万元补偿协议
官方称是人道关怀，家属称他们被强迫签字按手印
10月30日，乡政府与死者家属签订过一份协议书。
协议书对事情的表述为“王生球是突发脑出血意外身亡，属于意外事件”。“甲方(乡政府)出于人道主义，愿意一次性补偿乙方人民币6万元。”
但协议同时声明，“乙方自愿放弃诉讼等权利”；“本协议一次性处理终结，任何一方不得反悔”；“乙方不得再以任何理由和任何方式向甲方主张其他权利，如果甲乙双方任何一方违反本协议，则需向对方支付五倍违约金。”
乙方签名为王丽玲(死者女儿)及四名亲属，鉴证方为华荣村党支部书记黄峰，协议右下角有死者妻子魏爱菊的红色指印。
但魏爱菊告诉南都记者，她不同意这个协议，上面的指印是乡党委书记梁金华握着她的右手强行按下的。她描述：“当时我正在乡长办公室里打吊瓶，他们找到我让我签字，是书记握着我的手按下去的。”
但梁金华在受访时对此否认，称是魏爱菊自己按的手印，自己只是做过她的工作，并没有强迫。
而在协议书上签字的王丽玲，也说自己不同意协议，但被迫在上面签字。
梁金华称，事后溆浦县公安局介入调查，结论是意外事件。乡政府本来没有责任，但从人道主义出发，愿意拿出6万元帮死者善后，甚至答应承担做司法鉴定的1万多元费用，但家属们依然抬尸、戴孝到乡政府上访。
她提供由溆浦县公安局做出的一份“情况回复”，其中写道，经过认真调查乡计生分管领导谌广、计生人员张建军等，以及王生球亲家王林香等人，并结合王生球既往病史和县医院证明等，初步调查认定：王生球在乡计生办办事过程中和谌广、张建军等工作人员接触过程共20分钟左右，无言语上的争执。初步认定他们之间没有发生争执，甚至推打。王生球系突发脑出血意外死亡。
通报最后说，“欢迎广大群众提供线索并进一步展开认真调查，将尊重事实，依据法律，秉公执法，主动接受各界监督。”
在九溪江乡政府，南都记者曾提出采访涉入传言的谌广、张建军二人，但工作人员表示，两人事后已经没有来上班了。
而随后的事态进一步“升级”。11月8日，王生球几名家属去溆浦县有关部门上访，被警方以“扰乱社会治安”为由，对王丽玲、王健、向爱华三人行政拘留10日。4天后王健被家人保释，另外两人至今仍被关在溆浦县拘留所。
至发稿前，王生球妻子魏爱菊向南都记者反馈，县有关部门通过一位亲属向他们传话：如果他们家同意在网上发帖道歉，恢复政府的名誉，会多给他们6万元补贴，加上之前的共12万。但魏爱菊表示，对此他们家属没有接受。
