　　洪磊指出，中方一直高度关注菲律宾“海燕”台风灾情，已多次表示将根据灾情和菲方需求考虑继续向菲灾区提供人道主义援助。中方就提供医疗援助事一直与菲方保持沟通。一旦条件许可，中方救援力量将立即奔赴菲灾区参与救援。
