  央广网武汉11月17日消息 据中国之声《央广新闻》报道,武汉大学被曝教育科研用地改建银泰百货,租期50年,租金1亿元。


  武汉大学珞珈创意园区由武汉大学发起,用地性质属于教育科研用地,一期的规划面积12万平方米,地处武汉大学信息学部西侧,功能主要是用于孵化和发展与IT相关创意产业。然而据了解,创意园区的部分建筑即将变身成银泰百货商场,并且已经开始对外招商。


  记者在现场看到,创意园一期的大楼已经峰顶,分为主楼和群楼,群楼正在进行外墙的装修,装修的师傅也告诉记者这里是银泰百货,并且已经开始招商。随后记者也联系到了银泰百货有限公司的发言人,他表示该公司确实已经开始招商,至于这块地的具体的用地性质他自己也无法回答。


  原本规划用于发展IT创业产业的教育科研用地,为何会以低廉的价格出租给百货商场呢?虽武汉大学近日回应称和中国银泰的合作具体细节涉及商业保密的条款不便透露,而其所谓的商业机密实际上在银泰百货发布的公告中早已披露。


  2010年11月30日,中国银泰下属企业银泰百货(集团)有限公司发布公告称:2009年7月9日,中国银泰与武汉武大教育发展有限责任公司订立项目合作协议,中国银泰将负责将珞珈创意园设计、规划开发成综合商用物业。


  2009年9月17日,湖北武珞创意园发展有限公司(以下简称湖北武珞)成立,分别由中国银泰及北京国俊投资有限公司拥有83.33%及16.67%的权益。


  公告表明,银泰百货执行董事兼主席沈国军拥有北京国俊投资有限公司的全部股本权益,而北京国俊投资有限公司拥有中国银泰75%的股本权益。


  2009年11月16日,武汉市国土资源与规划局网站对武汉大学珞珈创意园一期建设项目(中部创意大厦)《建设项目选址意见书》、《建设用地规划许可证》进行了审批前公示,建设单位为武汉大学。


  2010年11月30日,银泰百货以5650万元收购湖北武珞的100%权益,湖北武珞成为银泰百货旗下全资子公司。


  针对这一公告,有律师指,实际上这个项目就是以武汉大学的名义获得官方审批,银泰百货通过收购股本权益而完成购物中心的建设,并且有了经营购物中心的权利。业内观点认为,虽然规划部门目前认为还项目未完工也未投入使用,这个项目改变了土地使用性质的说法暂时还不能成立,但银泰百货已经招商,种种证据都可以表明,这块教育科研用地上在进行商业开发,土地用途已经被改变。
