其实，在省级纪委书记中，由中央提名确定已运行多年。统计可知，目前过半数省份纪委书记是从外省或中央部委“空降”的。
3位“空降”者有短暂过渡期
记者根据公开资料梳理发现，在大陆31个省(区市)中，目前有16位省级纪委书记从外省或中央部委直接“空降”，包括北京、天津、山西、内蒙古、吉林、江苏、浙江、安徽、山东、河南、广东、广西、江西、贵州、宁夏、云南等，其中12位从外省调任，4位从中央下派。
山东省纪委书记李法泉2011年由吉林省纪委书记职位上调任。而其前任杨传升不仅籍贯在山东，且一直在省内工作。
除了上述16位，还有3位也属于“空降”者，不过，他们任纪委书记前曾短暂担任当地其他职务。其中，福建省纪委书记倪岳峰，2011年由全国人大调到福建任副省长，今年才转任纪委书记。湖北省纪委书记侯长安是2010年由甘肃调到湖北的，2012年，由组织部长转任纪委书记。重庆市纪委书记徐松南，2012年由宁夏区党委组织部长任上调任重庆市委组织部长，今年转接纪委工作。
多人具有多年纪检工作经历
梳理“空降”的省级纪委书记简历不难发现，多人具有纪检监察工作经历，其中3省市纪委书记直接由外省纪委书记调任。
北京市纪委书记叶青纯此前任河南省纪委书记，再往前则在监察部工作，曾任中央纪委驻最高检纪检组组长。山东省纪委书记李法泉由吉林省纪委书记调任，此前他一直在天津市纪委工作，曾任天津市纪委副书记。广东省纪委书记黄先耀是由湖北省纪委书记职位上调任，而此前他曾任职中央纪委、监察部驻交通部纪检组副组长、监察局局长。
除此之外，吉林省纪委书记陈伦由福建省纪委副书记、省监察厅厅长职位上升任；宁夏纪委书记陈绪国由湖北省纪委副书记、省监察厅厅长职位上升任。
大多任满一届就转任他职
任职短、鲜有连任也是“空降”纪委书记们的一大特点。
2006年“空降”上海任纪委书记的沈德咏只任职17个月，陈良宇案判决生效后即离任；江西省纪委书记董君舒随即履新上海，接替沈德咏；2012年，董君舒离任，杨晓渡接任纪委书记一职。
更多的“空降”省级纪委书记一届任满后即转赴他任。比如，2006年“空降”至北京的马志鹏于2010年去职，由原河南省纪委书记接任；李法泉在担任了一届吉林省纪委书记后，即转赴山东。
由谁提名总体上还比较随机
其实，省级纪委书记“空降”并非这两年的事。早在2006年省级党委集中换届时，广东、浙江、安徽等多省纪委书记就已是异地调任。
一直以来，我国的地方纪委实行的是双重领导制，即同时接受同级党委和上级纪委领导。“同级党委掌握人事、财政大权，双重领导其实还是以同级党委领导为主。”北京航空航天大学公共管理学院教授、中央纪委监察部特邀监察员任建明认为，在这种机制下，纪委的监督效果有限。
专家介绍，目前党章没有规定纪委的提名权由谁掌握，现实中哪些省由中央提名，哪些省自己提名，存在很大随机性。“这次决定明确提出以上级纪委会同组织部门提名为主，实际上是将现实中的做法制度化了。”山东省委党校政法教研部副主任、政治学教授张杰说。
专家观点
强化纪委提名权 并非根本之策
“这种加强纪委权限的措施虽然有作用，但不可能从根本上解决问题。”北京航空航天大学公共管理学院教授任建明说，关键还是要增强纪委的独立性。
“全国现有反腐机构5万多个，除了被分成一块块，还被分为纪检监察、监察部门的预防腐败局、检察院等司法系统以及检察院中的反贪局等。”任建明说，这种条块分割分散了监督力度，“尤其是在基层，没有必要分那么多。”
任建明建议，首先应把基层反腐机构进行整合，然后在省以下进行垂直管理，“纪检监察的派驻也不一定每一个机构都派，完全可以分片负责，这样不仅节省人力，还能增加监督效果。”
清华大学公共管理学院教授、廉政与治理研究中心主任程文浩也曾表达同样的观点：“省级以下纪检监察机构垂直管理已经势在必行。”
应探索建立 监督的动力机制
“此次中央关于全面深化改革的决定里提出，各级纪委书记、副书记的提名和考察以上级纪委会同组织部门为主，我认为这是水到渠成的事。”山东省委党校政法教研部副主任、政治学教授张杰表示。
在张杰看来，反腐监督效果主要取决于监督方和被监督方的力量对比。“虽然我们强调自下而上、自上而下的全方位监督，但比较起来，肯定是自上而下的监督更有力。”因此，将下级纪委提名权上收，有利于增强纪委对同级党委的监督效果。
张杰建议建立监督的动力机制。“监督是有风险的，会面临道义上甚至政治生命上的风险。因此，监督者的工作动力并不是很足。”张杰说，各地可以积极探索，建立低成本、低风险的监督体制。
